2.05.4 Reclamation Plan <br />• <br />The reclamation objective of the Bear Coal Company will be to restore <br />the surface facility area of the underground mine to a land use <br />capability which will be equal to or better than that which currently <br />exists. As stated earlier, the area for planned surface facilities has <br />been affected by previous underground coal mining operations. <br />Nonetheless, the objective of a71 reclamation practices will be to <br />stabilize the soils, hydrologic and vegetation resources and to restore <br />the approximate configuration of the area. Ultimately, the area being <br />disturbed by surface facilities will be returned to its original use as <br />undeveloped land for wildlife habitat or for limited residential use <br />with watersheds and airsheds in their approximate pre-mining character. <br />In general, the post-mining appearance and usefulness of the area will <br />be similar to that encountered prior to any mining. <br />The attainment of the reclamation goals will be satisfied by <br />• implementation of the reclamation plan described below. The Bear Coal <br />Company will combine information from existing baseline conditions with <br />the modern practices of reclamation technology to assure achievement of <br />its reclamation objectives. The pre-mining condition of the permit area <br />has been identified either through the collection of baseline data, or <br />where such data could not be collected because of previous disturbances, <br />through extrapolation of data from similar adjacent areas. <br />With the identification of the pre-mining conditions, surface facility <br />relocation and underground mining will be ready to commence according to <br />the following sequence: <br />1. Removal of topsoil and existing soil resources; <br />2. Construction and relocation of surface facilities; <br /> <br />2.05-26 <br />
