September 26, 2011 C- 1981 - 019 /Colowyo Coal Mine JHB <br />The revegetated outslopes of the West Pit fill appear stable. No activity was occurring on "Hink's" Peak ", the <br />portion of the West Pit fill that remains excess on the PMT. <br />EXPLOSIVES — Rule 4.08 <br />Distance Prohibitions 4.08.4; Control of Adverse Effects 4.08.4: <br />Drill hole patterns are visible at the extreme SW corner of the South Taylor Pit, and approximately midway in the <br />South Taylor pit. <br />FISH and WILDLIFE — Rule 4.18: <br />Several elk were visible along the Section 16 collection ditch to the south of Section 16 pond. <br />HYDROLOGIC BALANCE - Rule 4.05 <br />Drainage Control 4.05.1, 4.05.2, 4.053; Siltation Structures 4.05.5, 4.05.6; Discharge Structures 4.05.7, <br />4.05.10; Diversions 4.05.4; Impoundments 4.05.6, 4.05.9; Stream Buffer Zones 4.05.18: <br />South Taylor collection ditch on the West side of the South Taylor Pit appears to have material slumped into the <br />ditch. CCC needs to assure that design flow can pass through this ditch. The slope above the collection ditch <br />shows signs of slope movement. Maintenance of this ditch before adverse weather (winter snow pack) is needed. <br />Ponds: A backhoe remains at the Work Area pond. The riser at the embankment has not been covered up yet, It <br />appears that maintenance work at the Work Area Pond continues. <br />The long reach excavator remains at the Gossard pond. Stoker pond, Gossard pond and Rail loop pond are all <br />holding pools of water. The section 16 pond is holding a pool of water. <br />ROADS — Rule 4.03 Construction 4.03.1(3)/4.03.2(3) Drainage 4.03.1(4)/4.03.2(4) Surfacing and <br />Maintenance 4.03.1(5) and (6)/4.03.2(5) and (6) <br />LOM haul road and roads within the permit area appear to be in good condition with no apparent blockages or <br />pooled water on the roadways. <br />SUPPORT FACILITIES - Rule 4.04: <br />Facilities /Warehouse area appears orderly and well maintained. No problem areas at the facilities were noted from <br />the aerial images. <br />The loadout and coal storage area was orderly and appears to be in good conditions. <br />TOPSOIL — Rule 4.06 Removal 4.06.2; Substitute Materials 4.06.4(4); Storage and Protection 4.06.3; <br />Redistribution 4.06.4: <br />Topsoil stockpile 18 is visible in the southern portion of Section 16 disturbance area.
