These <br />images were downloaded at the division offices on October 4, 2011, and reviewed by Janet Bums of CDRMS on <br />October 5, 2011. This inspection is a result of review of the aerial images. The weather at the time the images <br />were collected was clear. <br />The Colowyo Coal Mine is an active surface mine with two active pits; South Taylor Pit and West pit. The East <br />pit is inactive and in the process of reclamation. <br />BACKFILL and GRADING — Rule 4.14 <br />Contemporaneous Reclamation 4.14.1; Approximate Original Contour 4.14.2; Highwall Elimination <br />4.14.1(2)(f) - 1 4.14.3; Stabilization of Rills and Gullies 4.14.6: <br />A bull dozer was observed on the X -pod 2011 reclamation parcel. CCC continues to regrade the X -pod parcel. As <br />of this inspection, only the southern end of the parcel has been graded. <br />The 102 Dragline continues to work on the north end of the 2011 West pit reclamation parcel. Topsoil placement <br />is in process on the southern portion of this parcel as evidenced by the end dumped topsoil piles. <br />Grading and sloping of the east end of the East Pit 2011 reclamation parcel is not completed for the projected <br />parcel. A material deficit remains east of the powerline. The re- established drainages and stock ponds, EP1 and <br />NTEP1, in the 2010 & 2011 EP reclamation blocks appear stable. <br />EXCESS SPOIL and DEVELOPMENT WASTE — Rule 4.09 <br />Placement, Drainage Control; Surface Stabilization: <br />Material continues to be placed on the South Taylor fill (B -B Dump). <br />Number of Partial Inspection this Fiscal Year: 2 <br />Number of Complete Inspections this Fiscal Year: 1 <br />Page 2 of 7 <br />
