Mr. Berhan Keffelew, DRMS <br />October 20, 2011 <br />Page 2 <br />containment cell will capture any spilled petroleum products in a manner similar to the fuel <br />storage area. Like the fuel storage area, the refueling area will be a lined cell (80 -mil LLDPE) <br />filled with permeable rock (similar to drain cover fill used for the VLF). Mobile vehicles will <br />pull into the fueling area where various products can be dispensed in a safe and self - contained <br />manner, thus eliminating the possibility of off -site migration of spilled liquids. <br />Amec has prepared a design for the Fuel Island (attached), along with a letter (attached) that <br />describes and verifies the lined storage capacity, demonstrating the facility's ability to contain <br />110% of the maximum volume of the largest anticipated tank -size (100,000 gallons). <br />Tanks containing petroleum products will consist of industry standard steel vessels meeting the <br />requirements of MSHA and Underwriter's Laboratory (UL) 2085. All petroleum dispensers, <br />electrical connections, and appurtenances will be industry standard and compliant with MSHA <br />and UL 2085. The entire Fuel Island facility will be also regulated under 40 CFR Part 112 and <br />compliant with CC &V's Spill Prevention Control and Countermeasures Plan (SPCC). <br />CC &V is providing an updated Drawing C -4 (Proposed Facilities Overburden and Mines) to <br />address the relocation and reconstruction of the Fuel Island within the Amendment No. 9 <br />permitted area. The relocated Fuel Island area falls within the disturbance area of the East <br />Cresson Mine (Wildhorse) Area and comprises approximately 1 acre. <br />CC &V has reviewed this minor change for impacts to the financial warranty calculations.
