D-6 AIR EMISSIONS, WASTEWATER DISCHARGES, AND SOLID WASTE DISPOSAL <br /> During construction and operation of the pilot plant there will be air emissions, wastewater <br /> discharges and solid wastes. The types and quantities of these emissions and discharges are <br /> described below. <br /> D-6.1 AIR EMISSIONS <br /> D-6.1.1 Construction <br /> During construction of the experimental pilot plant, emissions will be generated from <br /> vehicles, drilling operations, a construction generator and fugitive dust. Vehicle <br /> emissions will be controlled by complying with the Colorado vehicle inspection <br /> requirements. <br /> An approximate 750 Hp diesel construction generator may be used to provide <br /> construction power, until the permanent power transmission line is built. The <br /> specification for the generator will ensure that it complies with Colorado Department <br /> of Public Health and Environment, Air Pollution Control Division (CDPHE, APCD) <br /> Requirements and any Rio Blanco County noise control requirements. White River <br /> Electric Association also has offered to provide construction power. <br /> Fugitive dust will be generated primarily from site clearing and earthwork activities. <br /> These activities will be conducted in accordance with CDPHE, APCD requirements. <br /> Control measures will include the application of water and/or other dust suppressants <br /> to appropriate work areas. <br /> D-6.1.2 Operations <br /> During pilot plant operation, there will continue to be fugitive dust emissions from the <br /> unpaved access road. Like construction fugitive emissions, the dust will be <br /> controlled by applying a dust suppressant such as water and/or magnesium chloride. <br /> Operation fugitive dust emissions also will be in accordance with CDPHE, APCD <br /> requirements. <br /> Vehicle emissions will continue during pilot plant operation. The vehicles will be <br /> employee owned, various delivery trucks such as United Parcel Service (UPS), and <br /> the plant vehicles including trucks used to deliver product to the Rifle railroad loading <br /> G:\LMVN78545.002\Reclamation\ReGamexh.DOC D-47 <br />
