A 50 foot wide easement, 25 feet each side of the centerline will be required. There will not be any non-power line related permanent structures located within the proposed easement. Also, permanent easement road access will not be required. D-2 PROJECT SCHEDULE AND STAFFING D-2.1 PROJECT SCHEDULE A pilot plant summary project schedule is shown in Figure D-2.1. AmerAlia hopes to significantly improve on this schedule. A feasibility study and a t 20 percent project cost estimate were initiated in the Fall of 1998. Detailed engineering for the 50,000 tpy pilot plant began in February, 1999. Engineering is expected to continue through November, 1999. Shortly after the initiation of detailed design (March, 1999), equipment procurement began and will continue through the Fall 1999. Concurrent with the start of the feasibility study, expected project permits/approvals and requirements were defined. The currently known permits/approvals and associated regulatory agencies are shown in Table D-2.1 and Exhibit M. Project permitting was initiated during January, 1999 with regulatory agency meetings and development of the following documents: • Rio Blanco County Application for Special Use of the Land; • BLM Environmental Assessment for the experimental pilot production facility; • Colorado Division of Minerals and Geology, Regular (112) Operation Reclamation Permit Application; • U.S. Environmental Projection Agency Underground Injection Control Permit Application; and • Colorado Department of Public Health and Environment, Air Pollution Control Division Authority to Construct. As the project proceeds, the other permits/approvals shown in Table D-2.1 and Exhibit M will be obtained, as required to support the construction schedule. Additional requirements are included in the Lease Agreement in Exhibit N. Permitting is expected to be complete for the phase one experimental pilot plant by late Fall, 1999.
