A 50 foot wide easement, 25 feet each side of the centerline will be required. There <br /> will not be any non-power line related permanent structures located within the <br /> proposed easement. Also, permanent easement road access will not be required. <br /> D-2 PROJECT SCHEDULE AND STAFFING <br /> D-2.1 PROJECT SCHEDULE <br /> A pilot plant summary project schedule is shown in Figure D-2.1. AmerAlia hopes to <br /> significantly improve on this schedule. A feasibility study and a t 20 percent project cost <br /> estimate were initiated in the Fall of 1998. Detailed engineering for the 50,000 tpy pilot plant <br /> began in February, 1999. Engineering is expected to continue through November, 1999. <br /> Shortly after the initiation of detailed design (March, 1999), equipment procurement began <br /> and will continue through the Fall 1999. <br /> Concurrent with the start of the feasibility study, expected project permits/approvals and <br /> requirements were defined. The currently known permits/approvals and associated <br /> regulatory agencies are shown in Table D-2.1 and Exhibit M. Project permitting was <br /> initiated during January, 1999 with regulatory agency meetings and development of the <br /> following documents: <br /> • Rio Blanco County Application for Special Use of the Land; <br /> • BLM Environmental Assessment for the experimental pilot production facility; <br /> • Colorado Division of Minerals and Geology, Regular (112) Operation Reclamation <br /> Permit Application; <br /> • U.S. Environmental Projection Agency Underground Injection Control Permit Application; <br /> and <br /> • Colorado Department of Public Health and Environment, Air Pollution Control Division <br /> Authority to Construct. <br /> As the project proceeds, the other permits/approvals shown in Table D-2.1 and Exhibit M will <br /> be obtained, as required to support the construction schedule. Additional requirements are <br /> included in the Lease Agreement in Exhibit N.
