increase production to 75,000 tpy. The phase two plant also will be operated until it is <br /> commercially feasible for phase three when production may be increased to 150,000 tpy. <br /> Future access to the site will be directly from County Road 24 via a portion of the existing <br /> reclaimed road and a newly constructed road as shown on Figure C-1. As part of the site <br /> construction activities, the new road will be built to Rio Blanco County standards. Initially <br /> the road will be graveled then after approximately 2 to 3 years the road will be paved. <br /> Upgrading the road will be coordinated with the Rio Blanco County Roads and Bridge <br /> Department. <br /> As part of obtaining permits/approvals for the project, an electric power line easement also <br /> may be obtained. This easement and other corridors are expected to be as follows: <br /> • pilot plant access road — The proposed access road alignment lies entirely in <br /> Township 1 South, Range 98 West in Rio Blanco County. The centerline of the <br /> access road begins at County Road 24 on the northwest % of the southwest % of <br /> Section 29: thence northwesterly along the reclaimed road, in Section 30, <br /> approximately 2,800 feet, thence northeasterly along a new road through the <br /> southeast % of Section 19, approximately 4,100 feet, terminating at the proposed <br /> facility in the northwest % of Section 20. This proposed alignment is approximately <br /> 1.4 miles long. <br /> The footprint of the road, shoulder and side ditches will be up to approximately 100 <br /> feet wide. Topsoil removal, clearing and grubbing, excavation and fill operations will <br /> be performed within this 100 foot wide corridor for the entire length of the access <br /> road. Only the land needed for actual road construction will be disturbed in the <br /> corridor. Topsoil will be stockpiled in appropriate locations along the corridor. <br /> • gas line —The proposed gas line routing description lies within Townships 1 and 2 <br /> South, Range 98 West in Rio Blanco County. <br /> The proposed buried 3 to 4 inch gas line will begin at either the Colorado Interstate <br /> Gas (CIG) or Questar main distribution line at its intersection with County Road 24 <br /> located in Section 4. The gas line will lie within the existing right-of-way and on the <br /> northeast side of County Road 24 routed in a northwesterly direction, through <br /> Sections 4, 33, 32 and 29, crossing County Road 91 and Yellow Creek, for a <br /> distance of approximately 12,300 feet; thence westerly approximately 2,000 feet to <br /> the proposed Nahcolite facility access road, thence westerly and northwesterly <br /> approximately 4,000 feet through Sections 29 and 30; thence northeasterly through <br /> G:\LMM78545.002\Reclamation\ReGamexh.DOC D-6 <br />
