November 23, 1999 <br />• • <br />(14)(e) The acid or base potential of soils is not anticipated to be excessively high, and no <br />metal leaching from any exposed materials is anticipated. Reclamation of the site after <br />operations is fully expected to achieve the post -mine land use. <br />(15) Construction Schedule Information <br />(15)(a) Facilities designed to transport designated chemicals will be constructed in the <br />second quarter of 2000. <br />(15)(b) No potential for acid mine drainage exists on the site. <br />(16) Quality Assurance and Quality Control <br />Environmental protection facilities will be designed by professional engineer(s). All <br />construction quality control will be done by representatives of the design engineer(s). <br />Design engineers must document that the facilities are constructed to their specifications <br />before submitting the constructed facilities to the owner for operation. <br />(17) Plant Growth Medium (Soils) <br />(17)(a) A soil survey map and narrative delineating the soil mapping units and providing <br />standard soil parameters from the Soil Conservation Service (National Resource <br />Conservation Service -NRCS) was submitted in Exhibit E of the Application. <br />(17)(b) The above information was obtained from the NRCS and was based on previous <br />site specific work conducted by the NRCS. <br />(17)(c) Soils data are presented in Table I -2 and Exhibit I in the Application. In certain <br />locations on the Rock School Lease, notably the production well field area, topsoil is <br />thin, and extreme care will be taken in salvaging sufficient plant growth medium to <br />achieve proper reclamation. When stockpiled plant growth medium is used for <br />reclamation, the medium will be tested for requirements for any amendments, and the <br />proper amendments will be added. This procedure is described in the Reclamation Plan, <br />submitted as Exhibit E in the Application. <br />(18) Wildlife Protection <br />(18)(a) The BLM requires wildlife mitigation on the Rock School Sodium Lease, and <br />AmerAlia is committed to working with the Colorado Division of Wildlife and the <br />Bureau of Land Management in mitigating wildlife impacts. Specific mitigation <br />measures will be determined based upon consultations with those two agencies. <br />(18)(b) Designated chemicals will not be routinely available to wildlife on the Project. <br />The only potential contact facility would be the well field drainage pond which may <br />contain mining solution for short periods of time during pipeline draindown. The pond <br />will be fenced to exclude large mammals. The pond may also be replaced with a tank as <br />stated in the Responses to DMG Comments letter of November 23, 1999. <br />7 AmerAlia, Inc. <br />
