AMERALIA ROCK SCHOOL LEASE <br /> EXPERIMENTAL NAHCOLITE MINE PROJECT <br /> ENVIRONMENTAL PROTECTION PLAN <br /> This Environmental Protection Plan(EPP) conforms with and follows the requirements <br /> set out in Rule 6.4.20 for"Hard Rock, Metal, and Designated Mining Operations." This <br /> EPP is intended to be used in concert with the Application; the Responses to DMG <br /> Comments letter of November 23, 1999; and other documents as appropriate. The <br /> following sections follow the numbering system of Rule 6.4.20. <br /> (1)A preliminary Emergency Response Plan(ERP) for the AmerAlia Rock School Lease <br /> Experimental Nahcolite Mine Project(Project) is included with this Environmental <br /> Protection Plan as Attachment 1. This ERP will be kept up-to-date with specific names <br /> and contact methods as positions are filled and with a specific list of materials for <br /> containing, controlling, and cleaning up excursions or releases on the Project as these <br /> materials are acquired. <br /> Please note that the AmerAlia Rock School Lease Experimental Nahcolite Mine Project <br /> will have: (i)no leach facilities or heap leach pad; (ii)no tailings storage or disposal <br /> areas; (iii) impoundments that will contain only 1)production pipeline drain-down on a <br /> temporary basis or 2) fresh water; (iv) no waste rock piles; (v)no temporary or <br /> permanent stock piles open to the environment; and(vi)no land application sites. <br /> (2) The brines produced by solution mining, including sodium bicarbonate, will be <br /> present on-site in the production tubing within the cased and cemented production well <br /> bore(s), the pipeline between the production well field and the plant, and inside the plant. <br /> The plant will contain the processing equipment shown on Figures D-4.1 and D-4.2 <br /> submitted as confidential in the Application. These facilities on-site are shown on <br /> Revised Figure C-1 included with the Responses to DMG Comments letter of November <br /> 23, 1999. Small amounts of laboratory reagents will be properly stored in the testing <br /> laboratory within the plant site. These reagents will be used to test the purity of the <br /> mined sodium bicarbonate. <br /> (3) The Surface and Ground Water Monitoring Plan which was submitted to the DMG <br /> with the Responses to DMG Comments letter of November 23, 1999, was also submitted <br /> to the Bureau of Land Management and to the Environmental Protection Agency. The <br /> Plan was also sent to Rio Blanco County for their information. The BLM has oversight <br /> on all aspects of the Project. The EPA requires that production well mechanical integrity <br /> testing be conducted on the underground injection wells (as stated in the Responses to <br /> DMG Comments letter of November 23, 1999), and has permitting authority regarding <br /> the production wells. The Colorado Department of Public Health and Environment <br /> (CDPHE), Air Pollution Control Division(APCD) has regulatory oversight on air <br /> emissions, and AmerAlia has received all necessary permits from the APCD.
