GCC
October 20, 2011
Dear Mr. Hernandez:
"Safety as a Value"
Mr. Dan Hernandez
Colorado division of Reclamation, Mining 86 Safety
Mined Land Reclamation Division
1313 Sherman Street Room 215
Denver, CO 80203
Telephone: 970.385.4528
Facsimile: 970.38 5.4638
Re: GCC Energy, LLC
King II Mine
CDRMS Permit # C -81 -035
Technical Revision #19 - Upper Site Road Design Revision
GCC Energy, LLC
6473 County Road 120
Hesperus, CO 81326
This technical revision is being submitted to revise the upper site access road designs
for the current use of access to the mine portal, belt portal, warehouse, shop, and
water tanks. The road is used by mine vehicles and equipment as well as vehicles
delivering materials and for the mine operation. The traffic is light and intermittent
with the heaviest traffic being at shift change.
The revised section of the upper site access road (see Map King II -007) starts west of
the scale house as the haul road turns south toward County Road 120, Station 0 +00.
The revised section of the road goes north road approximately 800 feet along the West
Clearwater Ditch to the shop where it turns east and curves around the proposed mine
office and bathhouse. The access road continues past the warehouse and loops
around the proposed mine office and bathhouse parking area to connect back to the
road just north of the run -of mine (ROM) stockpile, Station 16 +35.49. The mine portal
and belt portal access roads exit off the eastern side of this upper site access loop.
This technical revision proposes to reduce the road widths from 30 feet haul road for
the upper site access road loop to 14 feet. One way traffic begins above the ROM
stockpile with the west side being one way to the shop and mine portal and the east
side being one way out. Traffic flow directions are shown on Map King II -007K. The
access road widths on the west side of the loop have been narrowed due to the limited
area between the western permit boundary and west diversion ditch and the
installation of infrastructure on the east side of the loop road that requires protection.
This technical revision also proposes to reduce the width of the mine portal access
road from 20 feet to 18 feet. This width more closely fits the portal opening and the
width is also limited by the installation of the mine fan and other infrastructure.
