Fence <br />By Daniel Madruga, P.E. <br />CLC Associates, Inc. <br />Description of Man Made Structure: <br />Citgo Properties, LLC ( "Citgo ") owns a three split rail wooden fence which is located <br />along the southern and eastern edge of its property, and approximately 100 feet northwest of the <br />New Access Road, from approximately Line Stations 25 +00 to 26 +00. <br />Engineering Evaluation: <br />I present the following engineering evaluation to mitigate or avoid any potential damage <br />to the Citgo fence. I have designed the New Access Road between Line Stations 25 +00 and <br />26 +00 consistent with the Clear Zone concept specified in the American Association of State <br />Highway and Transportation Officials (AASHTO) - A Policy on Geometric Design of Highway <br />and Streets. In this Policy, the term "Clear Zone" is used to designate the unobstructed, <br />relatively flat area (less than 10% grade) provided beyond the edge of the traveled way for the <br />recovery of errant vehicles. The clear zone includes any shoulders or auxiliary lanes. For low - <br />speed rural collectors or rural local roads, a minimum clear zone width of 10 feet should be <br />provided. The distance between the New Access Road and the Citgo fence is approximately 100 <br />feet, and the design calls for a 30 -foot clear zone at a grade of approximately ten percent, sloping <br />from the New Access Road toward Citgo's property line. In my professional opinion, Wildcat's <br />design, which meets this Policy, will create an appropriate buffer zone which will prevent any <br />substantial risk of damage to the Citgo fence as a result of activities occurring at the Wildcat <br />mining operation. <br />Certified Bv: <br />DEN 97,636,870v1 10 -19 -11 <br />Engineering Evaluation <br />For Citgo Properties, LLC <br />
