September 26, 2011 C- 1981 - 018 /Deserado Mine JRS <br />PROCESSING WASTE /COAL MINE WASTE PILES — Rule 4.10 and 4.11 Drainage Control; Surface <br />Stabilization; Placement: <br />- Refuse Pile RP -1 was well vegetated and appeared to be stable. There were no erosional problems noted on the <br />surface of the pile at the time of the inspection. <br />- Refuse Pile RP -2/3/4 was well graded and stable at the time of the inspection. The operator has been working <br />material over the outslopes to repair the rilling and gullying that occurs on the slopes. There appeared to be <br />positive drainage off of the pile and no water pooling on the surface of the pile. <br />- Refuse Pile RP -5a was well graded and stable at the time of the inspection. There were several piles of refuse on <br />the outslope edge of the pile that need to be spread and compacted. A few months ago the operator had dug a <br />small hole on the pile's south side to repair a soft spot that had developed. This hole has been filled and repaired. <br />There appeared to be positive drainage off of the pile and there was no water pooling on the surface of the pile. <br />RECLAMATION SUCCESS - Rule 4.15, Rule 3: <br />- The reseeded subsoil stockpile adjacent to refuse pile RP -5a appeared to be well vegetated. This pile was <br />reseeded last year after some of the material was used to increase the height of berins around the site. The <br />outslopes of the pile were not removed, leaving a "bowl ", which drains to the north edge of the pile. The pile has <br />positive drainage and no erosional problems were noted. <br />SUPPORT FACILITIES - Rule 4.04: <br />- The D -Portal facilities area appeared to be stable at the time of the inspection. No problems were noted in this <br />area. <br />- The B -Vent shaft pad was stable at the time of the inspection. There is a large pile of pipe queued at the pad. No <br />erosional problems were noted on the pad. <br />- The slot storage area appeared to be stable at the time of the inspection. The outslopes of the fill were well <br />vegetated and no erosional problems were noted. <br />- The loadout structure and area appeared to be stable at the time of the inspection. There was a small pile of coal <br />by the loadout structure that will need to be cleaned up. <br />- The pad for rock dust tank #3 and the nitrogen injection facility was stable.
