October 14, 2011 C- 1984 - 065 /Coal Ridge No. 1 Mine JRS <br />ROADS — Rule 4.03 Construction 4.03.1(3)/4.03.2(3) Drainage 4.03.1(4)/4.03.2(4) Surfacing and <br />Maintenance4.03.1(5) and (6)/4.03.2(5) and (6) Reclamation 4.03.1(7)/4.03.2(7): <br />- The remaining roads were all well maintained and stable at the time of the inspection. There was some minor <br />rutting in spots but it did not appear to be a problem. The upper portions of the road have filled in with vegetation <br />because they are rarely used. <br />RECLAMATION SUCCESS - Rule 4.15, Rule 3: <br />- The entire site was well vegetated and stable. On previous inspections the grasses at the site were very dense and <br />waist high or higher inmost spots. It was noted in the Division's 26 September 2011 aerial inspection report that <br />it appeared as though cattle were grazing on the site. It was not known whether or not the cattle were allowed on <br />the site or whether they had gained access through a hole in the perimeter fence. During the inspection there were <br />approximately 50 head of cattle grazing the site. The cattle have hammered the vegetation on the site. The <br />Division contacted Jim Stover and he confirmed that the landowner had, in fact, allowed the cattle onto the site. <br />While the Future Land Use Map (Figure 4.7 -2) and permit section 4.5 - Post Mining Land Use (page 4 -63) both <br />show the area as pasture land, the Division needs to be notified of planned grazing activities in advance. Please <br />provide the Division with information regarding this year's grazing, including the number of cattle on the <br />site and how long they were on the site. In future years, please provide this information to the Division for <br />review in advance of the cattle arriving. <br />- In past inspections it was noted that there was a large infestation of diffuse and Russian knapweed at the site. <br />The operator has sprayed the site and there are signs that the spraying is working. There were several areas where <br />both the diffuse and Russian knapweed were present, although the infestation was not as bad as last year. The <br />operator will need to continue spraying the area to keep the knapweed under control. <br />DOCUMENTS RECEIVED: None <br />This completes the Division's 14 October 2011 complete inspection report for the Coal Ridge No. 1 Mine. <br />Number of Partial Inspection this Fiscal Year: 2 <br />Number of Complete Inspections this Fiscal Year: 2 <br />Page 3 of 7 <br />
