October 4, 2011 C-1994-082/Yoast Mine SLB <br /> but not yet constructed. The finished structure had two PVC pipes installed through the embankment to ensure <br /> that the structure would dewater. None of the surge ponds or drainage channel had been armored yet. <br /> There is a fairly wet section on the slope above and on the west side of Pond 012A;water was seeping down into <br /> the pond. The seep on the north side of the Pond 013 slide was also flowing. Both underdrains in the Pond 012 <br /> slide area were flowing. <br /> ROADS Rule 4.03 Construction 4.03.1(3)/4.03.2(3) Drainage 4.03.1(4)/4.03.2(4) Surfacing and <br /> Maintenance4.03.1(5) and(6)/4.03.2(5)and(6) Reclamation 4.03.1(7)/4.03.2(7): <br /> The reclaimed light use road from Haul Road B to the substation had been reopened. The operator is <br /> planning to remove the substation for relocation to the Foidel Creek Mine site. <br /> Roads and associated ditches and culverts were in good condition. The outlet side of Culvert YB3 was partially <br /> blocked, and should be cleared to prevent backflow and piping. <br /> RE VEGETATION—Rule 4.15 Vegetative Cover; Timing: <br /> The operator had planted additional shrubs in the 2003-1 plot in the North Pit; chokecherry, serviceberry, <br /> and aspen seedlings were observed. Sheep were grazing in the North Pit area,between the 2003-1 shrub plot and <br /> Haul Road A. <br /> SLIDES and DAMAGE-Rule 4.12: <br /> The Pond 013 slide area did not show any signs of recent movement. The recently graded scarp was <br /> stable, and the toe drains were clear. The operator still needs to armor the toe drains and clear material from <br /> YPM-4,which is partially blocked by the northern toe of the slide. <br /> The toe drains in the Neck Pit slide had not been regraded to ensure positive drainage. There were still three low <br /> areas where water was pooling and could not flow to the Haul Road A ditch. These trenches need to be regraded <br /> before winter sets in. <br /> The Pond 012 slide area all appeared stable,with no sloughing of the north slope above Pond 012. <br /> SIGNS AND MARKERS—Rule 4.02: <br /> Permit boundary markers and mine identification signs were in place as required and were in good <br /> condition. <br /> TOPSOIL Rule 4.06 Removal 4.06.2; Substitute Materials 4.06.4(4); Storage and Protection 4.06.3; <br /> Redistribution 4.06.4: <br /> Topsoil depth had been augmented along the roadway to Topsoil Stockpile O, east of Pond 012. Topsoil <br /> had been pushed off of the substation road into windrows to facilitate reopening of the road to access the <br /> substation. Topsoil was also windrowed adjacent to the three new surge ponds in the North Pit along YPM-13. If <br /> the windrowed topsoil is to remain over the winter, it should be seeded.
