Compliance With Mine Plan NA - Support Facilities Not On-site <br /> NA -Other NA - Special Categories Of Mining <br /> NA -Processing Waste R -Topsoil <br /> COMMENTS <br /> This was a complete inspection of the Yeast Mine conducted by Susan Burgmaier of CDRMS. No representative <br /> of Seneca Coal Company was present during the inspection. Weather conditions at the site were sunny and dry at <br /> the onset,but heavy rain set in on the afternoon of October 4th. No maintenance or reclamation activities were <br /> observed during the inspection. <br /> AVAILABILITY OF RECORDS—Rule 5.02.4(1): <br /> Records were inspected at the Sage Creek Mine and Seneca Coal Company offices. All required records <br /> were available and current,as documented below. <br /> FISH and WILDLIFE Rule 4.18: <br /> There were mallards on Pond 011, and numerous bluebirds along Haul Road A. <br /> HYDROLOGIC BALANCE -Rule 4.05 Drainage Control 4.05.1, 4.05.2, 4.05.3; Siltation Structures 4.05.5, <br /> 4.05.6; Discharge Structures 4.05.7, 4.05.10;Diversions 4.05.4; Effluent Limits 4.05.2; Ground Water <br /> Monitoring 4.05.13; Surface Water Monitoring 4.05.13;Drainage—Acid and Toxic Materials 4.05.8; <br /> Impoundments 4.05.6, 4.05.9; Stream Buffer Zones 4.05.18: <br /> Ponds 011, 011A, 012A, 013 and 014 were holding water below the discharge level. Ponds O10 and 012 <br /> were discharging clear water. All pond embankments were stable and vegetated, and all spillways were stable and <br /> unobstructed. There were small cracks on the crest of Pond 012,but they appeared to be surface desiccation <br /> cracks that should not affect the stability of the embankment. The rip rap in the emergency spillway of Pond 012 <br /> was still covered in dirt for a crossing utilized while construction was underway in the area. The spillway was still <br /> functional,but the rip rap should be restored in this section to prevent sedimentation offsite if water were <br /> discharged through the spillway. ST-1 was dry. <br /> Three new surge ponds were being constructed in the YPM 13 drainage of the North Pit,which drains into Pond <br /> 011A.
