On August 17, 2011 the Division of Reclamation, Mining, and Safety (Division) began the full review of <br />Rimrock Exploration's application for a 110d, Designated Mining Operation (DMO) permit, application <br />No. M- 2011 -040. A multi - disciplinary team of Environmental Protection Specialists have reviewed the <br />application. This document consists of comments in respect to the application as a whole. It is <br />Rimrock's responsibility to adequately address all issues raised by the Division. Please submit all <br />responses and questions to Russ Means, lead permit specialist, who will forward them on to the review <br />team accordingly. Please address the following: <br />1. The Division please submit the required proof of public notice as required under Rule 1.6.5 (2). <br />2. On Page 3, Exhibit C (a), daily tonnage estimates are provided. Please clarify the estimated <br />annual and life of mine uranium ore tonnage to be produced. <br />3. On Page 4, Exhibit C, (b.2), please submit a commitment by the applicant to provide the <br />information required under CRS 34 -103 (6) (a) (II) and Rule 1.13.7 if operations exceeds 180 days <br />of inactivity. The operator shall commit to notifying the Division in writing within 30 days of any <br />mining cessation and 30 days prior to any re- activation. Additionally any cessation of mining <br />activities for longer than 365 days shall require a Technical Revision to place the mine and <br />permit in Temporary Cessation (TC) per CRS 34 -103 (6) (a) (Ill) and Rule 1.13.5. <br />4. On Page 7, Exhibit C (c), insufficient information is presented on the purpose of connections to <br />the historical "Better Be" Mine. The connection of the Prince Albert Mine to the Better Be Mine <br />may present issues in regard to additional surface disturbances and disruption of the prevailing <br />hydrological balance not addressed within the normal exhibits or the Environmental Protection <br />Plan (EPP). Please clarify the purposed connection, possible surface and sub - surface <br />disturbances. Rimrock must submit the necessary information for the Better Be Mine to <br />evaluate the impacts on the surface, to the prevailing hydrological balance, and include the <br />mine in the EPP. <br />5. On Page 7, Exhibit C (c.1), describe the measures that will be taken to prevent sub -ore and ore <br />from mixing with neutral waste rock. Please clarify the cut -off grade of uranium for ore, sub - <br />ore, and waste rock. <br />6. On Page 12, Exhibit D (d.4), the Division recommends adding into the reclamation plan that <br />Rimrock will submit soils for testing to identify potential amendments to help augment <br />vegetation prior to any application. Testing and identification of amendments first has the <br />potential of saving Rimrock time and money in the long run. <br />7. Exhibit Maps depict the surface area of the proposed mine but do not depict current and <br />proposed underground disturbances. Groundwater assessments are based on impacts to the <br />prevailing hydrological balance by the proposed mining activities. The location of mine working <br />is essential in this review. Please submit exhibit maps that show plans for all purposed mining <br />activities. <br />
