Erickson <br />Response to September 23, 2011 Hays Memorandum <br />October 11, 2011 <br />Page 3 <br />The new geotechnical investigation must include the following components per the <br />Applicant's response: <br />• Stability of cut slopes in rock and colluviums areas <br />• Slope configuration for the cut slopes <br />• Carrying load for the reconstructed access road with justification for the proposed <br />load in accordance with La Plata County requirements <br />• A blasting plan, if required by the revised design <br />• Out slope fill material removal and retaining structure construction method, <br />including cross - sections and conceptual drawings for the methods <br />• Stability of previously placed fill material and native material at the previously <br />constructed out slope <br />• Determine if previously placed fill material and native material is stable for <br />purposes of fill placement <br />• Determine if excavation will continue until bedrock is exposed to provide a <br />subgrade for fill placement <br />• A method for removal of the existing timber cribbing retaining wall <br />• Construction of the new retaining (Gabion) structures <br />• A method and standards for the placement and compaction of the new out slope fill <br />• Modifications to the proposed CLC as -built drawings <br />• Modifications to the proposed maximum lift thickness including clarification if the <br />proposed thickness are standards for loose or compacted lifts <br />• A moisture conditioning range for all types of material <br />• Information and specifications for the proposed Gabion wall retaining structures, <br />including drawings <br />• Revisions to the proposed Reclamation Plan to address slope stability <br />• A revised work plan for the fill removal, placement, compaction and final grading <br />for the road reclamation and closure <br />• An engineering stability analyses per Rule 6.5 for the access road slopes during <br />operation and final reclamation. The analyses must include models for the full and <br />cut slopes based on the new geotechnical investigation and the proposed final <br />slopes. <br />The Division may require additional information and details based on the results of the <br />additional geotechnical investigation. <br />The access road reconstruction work plan proposed by the Applicant remains highly <br />conceptual and incomplete.
