Where it is necessary to remove topsoil in order to construct <br />MDW pads or access roads, topsoil shall be removed and <br />segregated from other soil. If such topsoil is not replaced within a <br />time short enough to avoid deterioration of the topsoil, vegetative <br />cover or other means shall be employed so that the topsoil is <br />protected from erosion, remains free of any contamination by <br />toxic or acid - forming material, and is in a usable condition for <br />reclamation. <br />71. Where practicable, woody vegetation present at the site shall be <br />removed from or appropriately incorporated into the existing <br />topsoil prior to excavation within the affected areas. <br />72. Topsoil stockpiles shall be stored and configured to minimize <br />erosion and located in areas where disturbance by ongoing mining <br />operations will be minimized. Such stockpile areas must be <br />included in the affected areas and subject to all reclamation <br />requirements. <br />73. Immediate seeding of topsoil stockpiles for the purpose of <br />stabilization may be required. <br />74. Once stockpiled, the topsoil shall be handled as little as possible <br />until replacement on the regraded, disturbed area. <br />75. The Operator shall take measures necessary to assure the stability <br />of replaced topsoil on graded slopes such as roughening in final <br />grading to eliminate slippage zones that may develop between the <br />deposited topsoil and heavy textured spoil surfaces. <br />76. When growth media is replaced, it shall be done in as even a <br />manner as possible.
