Prince Albert Mine Plan of Operations 110(d) Operation Description <br />4.2.4 Blasting Operations <br />Both surface and underground blasting activities in support of the mining operation will be conducted <br />in accordance with the regulations established by the Federal Mine Safety & Health Administration <br />(MSHA) and the Federal Bureau of Alcohol, Tobacco & Firearms (BATF). Explosives will be stored <br />in locked surface and / or underground BATF- approved magazines. Proper safety zones will be <br />established for any surface blasting operations. <br />4.3 Quality Assurance <br />All activities associated with the construction of retention ponds, embankments, berms, and the <br />installation of temporary surface structures, will be carried out by the mine operator's own employees <br />and or contracted specialists under the supervision of the mine operator. Impoundments and storm - <br />water diversion structures will be constructed in accordance with the construction plans and <br />construction schedule listed in the DRMS Exhibit U Environmental Protection Plan (EPP) prepared <br />in accordance with DRMS Designated Mining Operation regulations. These construction plans have <br />been certified by a professional engineer licensed in the State of Colorado. <br />All ore shipments to the milling facility will be carried out by a contractor that operates in <br />conformance with the U.S. Department of Transportation and State of Colorado Department of <br />Transportation regulations concerning the transportation of hazardous substances. <br />Any water samples collected, either surface or groundwater, will be collected in accordance with the <br />appropriate protocols established in the stormwater monitoring plan included as Attachment U.8.1 to <br />Appendix A of the Exhibit U "EPP" included as Attachment 1 to this MPO. <br />4.4 Spill Contingency Plans <br />Appendix C, Attachment U.ERP "Prince Albert Mine Emergency Response Plan (ERP)" to the <br />Exhibit U EPP includes measures for properly storing and handling toxic substances and petroleum <br />products, and also for responding to and reporting spills. Secondary containment facilities will be <br />provided for all containers of 55 gallons or larger. The containment facilities will be sized to contain <br />at least 110 percent of the largest container in the secondary containment system. Steel shipping <br />containers (so- called c- tainers) or "reefer" style trailers will be used for the storage of containers of <br />petroleum products (motor oil, grease, etc.) and household- use -sized containers of non - petroleum but <br />potentially toxic substances (antifreeze, cleaning agents, etc.) with a volume of 55- gallons or less. <br />These steel containers or reefer trailers are wind - and - watertight and may also form the sidewalls of a <br />future maintenance shop. The wind - and - watertight storage units will function as a secondary <br />containment structure for small quantity product storage. <br />Rimrock Exploration and Development Page 18 of 27 <br />
