Prince Albert Mine Plan of Operations 110(d) Operation Description <br />4.1.11 Trash / Refuse Handling & Disposal <br />Non - hazardous trash and refuse generated during the surface and underground mining operations will <br />be transported to, and stored in, standard covered trash containers with liners. The trash containers <br />will be stored in the surface storage container / cargo van and will be periodically transported off -site <br />for proper disposal in a sanitary landfill when the containers are full. Hazardous waste that may be <br />generated will be stored in a proper container until disposal can be arranged at an appropriate <br />hazardous waste disposal facility (see also Appendix C to the Attachment 1, Exhibit U EPP. <br />4.1.12 Noise and Visual Impacts <br />Noise: The mine ventilation fan(s) will be the most significant noise source during mine operations. <br />Noise levels at the fan location are routinely monitored as part of the MSHA occupational safety <br />program and have been below applicable standards during previous mining activity. Noise levels at <br />the proposed 110(d) permit boundary during mining activity are not expected to exceed 25 decibels. <br />Visual: The location of the Prince Albert Mine surface facilities were chosen in part to minimize <br />potential visual impacts from the mining operation. The primary surface activity areas (including the <br />waste rock piles at their proposed maximum extent) of the proposed mining operation are not visible <br />from County Road U16, State Highway 141, or either the San Miguel or Dolores River corridors. <br />4.1.13 Radiation Protection <br />Radiation protection measures for the Prince Albert Mining operation are detailed in Section U.13 of <br />the attached Exhibit U "Environmental Protection Plan" submitted as a part of the DRMS Limited <br />Impact 110(d) Mining Reclamation Permit application. <br />Note that the Prince Albert Mine operation is exempt as a de minimis source from the monitoring and <br />reporting requirements for mine ventilation exhaust radon -222 concentrations under the Federal 40 <br />CFR Subpart B NESHAPS regulations. <br />4.1.14 Start Date and Occupancy <br />Mining operations have taken place at the Prince Albert Mine site under both DRMS Prospect NOI <br />P- 2005 -021 and BLM Notice COC- 68758. The approval of the Limited Impact 110(d) permit <br />application and this BLM Plan of Operations will be a continuation of that activity. The proposed <br />start date for continued mining activity is on or before September 1, 2011, depending upon approvals. <br />The Prince Albert Mine will normally operate for 10 to 12 hours per day on one or more days during <br />a standard calendar week. There are currently no plans for a continuous (24 -hour per day) presence <br />on site. The mining operation may operate on an intermittent basis, but there are no plans for an <br />extended period (six month, or longer) of site inactivity. <br />Rimrock Exploration and Development Page 16 of 27 <br />
