Application for Reclamation Permit - Schmidt Site - M -201 1 -014 Exhibits P. 11 <br />9. Final widening and construction of lower portion of access road, including final <br />shaping and vegetation of berms and sidewalls of cut and fill sections of access <br />road and parking /loading pad; and <br />10. Final placement of remaining topsoil and construction of stabilized gravel pad for <br />house site, parking /loading, and entry to storage shelter. <br />This proposed sequence of work is based on a number of critical assumptions: <br />1. Archuleta County will issue building permit for proposed storage shelter. <br />2. Archuleta County will determine the proposed use of the storage shelter either (a) <br />can be done with current zoning but requires a conditional use permit, (b) requires <br />both rezoning and a conditional use permit, or (c) no rezoning or permitting <br />(except building permit) is required. <br />3. Archuleta Board of County Commissioners approves zoning and other permits. <br />The proposed course of action if these assumptions are not met is discussed in Exhibit D, <br />Reclamation Plan. <br />F. Specific elements of Exhibit C requirements provided <br />1. The operator will comply with Rule 3. <br />2. (a) Estimated dates that operations will commence and end: Although it is <br />planned to construct the improvements as quickly as possible, certain factors <br />beyond the control of the site owner /operator may limit construction activities and <br />delay work, so this plan is based on a four -year period, 2011-2015. It may require <br />either less or more time to complete that part of the work necessary for this <br />reclamation permit. Affected lands may be used [excavation and removal <br />operations or other construction work] for less than one hundred eighty <br />days per year <br />3. (bl) Estimated depth to which soil, suitable as a plant growth medium [plant <br />growth mediums], will be salvaged for use in reclamation: Topsoil (A horizon <br />material) averages about 3" in depth; plant growth mediums vary in depth but are <br />at least 12" in depth. Sufficient topsoil and other plant growth mediums will be <br />salvaged from excavated areas in sufficient quantity to place soil at least six <br />inches deep in areas to be vegetated. Much of the excavated area, as <br />explained below, will not have soil placed and not be vegetated, as it will be in <br />building sites, parking /storage areas, or roads. As discussed above (Exhibit C, Item <br />B), a total of approximately 51,000 SF will be affected, of which 42,100 is currently <br />affected, and of which 38,000 SF will not require soil for reclamation, requiring <br />13,000 SF of affected land to have soil replaced and be vegetated (including the <br />roof of the storage shelter). At a minimum of six inches of plant growth medium, <br />this will require approximately 241 CY of soil to be salvaged of which 120 CY is <br />salvaged from the upper 3 inches of the disturbed surface. The total area requiring <br />topsoil will not change for the two reclamation alternatives discussed in Exhibit D. <br />4. (b2) Stockpiling of soil: The 241 CY of soil will be stored in one or more stockpiles <br />placed in the excavated sides of the parking /loading pad and the house pad. <br />Where possible, the stockpiles will also protect the excavated faces of that area. <br />Soil to be stockpiled for less than one year will be protected by placement, <br />compaction, and swales or storm water controls (fencing, logs, bales) at the toe of <br />the stockpile. If soil is expected to be stockpiled for more than one year, a grass <br />mix (annuals and reclamation mix as discussed in Exhibit D) will be seeding by <br />broadcasting.
