September 23, 2011 C- 1981 - 014 /Southfield Mine JHB
events fail to clear the sediment out of the culvert, Energy Fuels will need to clear this material out.
Sediment near the riser pipe on the east end of Pond 5 has been dozed to a more evenly spread out configuration.
The current configuration of the pond has roughly 8 feet from the elevation of the sediment in the bottom of the
pond to the discharge elevation.
Pond 4 was dry with no concerns regarding the discharge structure, embankment, or sediment elevation contained
within the pond.
Roadside ditches and pennanent ditches at the RDA remain in good condition.
OTHER (SPECIFY):
PROCESSING WASTE /COAL MINE WASTE PILES — Rule 4.10 and 4.11 Drainage Control; Surface
Stabilization; Placement:
The vegetative cover on the refuse pile remains good. One of the surface landowners, Ms. Linda Saunders,
has expressed concerns over rilling on the refuse pile (e -mail dated9 /19/2011). The inspector found no problems
on the pile. One very short, approximately 15 feet long, and shallow flow pattern was observed on the north side
of the RDA, to the West of Pond 4. Based on the amount of vegetation in the bottom off this shallow rill, and lack
of sediment on the vegetation, this rill does not appear to be actively moving sediment, and appears to be healing.
Since the Division and the operator are unable to locate the area of concern that Ms. Saunders has identified, the
landowner may pin -flag or otherwise mark the location of her concern. An area that appears to have been
previously repaired on the east side of the RDA remains bare. Additional seed in this locale will help minimize
fresh down- cutting in this repaired area.
ROADS — Rule 4.03 Construction 4.03.1(3)/4.03.2(3) Drainage 4.03.1(4)/4.03.2(4) Surfacing and
Maintenance4.03.1(5) and (6)/4.03.2(5) and (6) Reclamation 4.03.1(7)/4.03.2(7):
The roads throughout the mine site remain well graded and in good condition. Map 19 shows the
permanent and temporary roadways in the permit.
RECLAMATION SUCCESS - Rule 4.15, Rule 3:
The mine reclamation remains stable and approaching the end of the 10 year liability period. The re-
established vegetation community remains healthy, though due to dry conditions, the grasses are crunchy
underfoot.
Additional observation of the proposed Ponderosa - Pinyon- Juniper reference area identified a previously disturbed
& reclaimed roadway either within the proposed reference area or just outside of the proposed area. If this feature
falls within the proposed reference area, the operator would need to assure that this previously disturbed feature is
not sampled for reclamation success determination. No marker delineate the boundaries of the proposed reference
area.
The grassland reference area was observed. This site, "Reference Plot A" is an open short-grass savannah,
Number of Partial Inspection this Fiscal Year: 2
Number of Complete Inspections this Fiscal Year: 1
Page 3 of 10
