Coal Exploration Plan and Application <br />1.0 Introduction <br />Linc Energy Operations, Inc. (Linc Energy) hereby submits this Coal Exploration Plan and <br />Application for a permit to explore coal deposits for potential underground coal gasification. On <br />June 3, 2011, Linc Energy provided an application for coal leases encompassing the same <br />acreage as applied for in this Application. Following submission, a review meeting of that <br />application was held on June 10, 2011 with staff members of both the Colorado State Land <br />Board and Linc Energy. It was decided at that meeting that it may be prudent to obtain an <br />exploration permit prior to processing a lease application for 15,510 acres of state lands. <br />Furthermore, the Land Board mentioned the possibility of rights to convert portions of the <br />exploration concession into planning and /or development leases. <br />The completed "Application for Exploration Permit" form and filing fee in the amount of <br />US$50.00 is attached to this document. An exploration plan is also included to provide more <br />details of Linc Energy's exploration process. <br />Linc Energy is applying for an exploration permit encompassing approximately 15,510 acres of <br />state controlled coal lands located in Moffat County, Colorado. The area is south of Baggs, <br />Wyoming and north of Craig, Colorado. Highway 13 dissects the area of interest (See the <br />attached location map). The area of interest to Linc Energy actually extends northward into <br />Wyoming where Linc Energy has acquired 4,580 acres of coal lands from the State of Wyoming <br />in 2011. <br />Linc Energy plans to drill up to 10 holes in the Exploration Application area located in Moffat <br />County, Colorado. The holes will range up to 2,500 feet in depth and the coal seams and <br />associated strata will be cored for site characterization data. The following information has <br />been prepared in support of this Application and provides an exploration plan for Colorado <br />State Land Board and Colorado Division of Reclamation, Mining and Safety's review and <br />consideration. <br />LI tIC <br />EflERGY <br />3 <br />
