(Colowyo) Permit Number C- 1981 -019, Pond Outfall <br />Inspections — First Quarter and Second Quarter 2011 <br />Dear Mr. Zuber, <br />On September 20, 2011, Colowyo received a letter from CDRMS regarding Pond Outfall <br />Inspections for the first and second quarters of 2011. The letter states that inspection <br />results for PD1, PD2, NTEP1, and EP1 were not submitted. The letter also lists general <br />maintenance items CDRMS has found during its monthly inspections. <br />The Environmental Department at Colowyo has experienced personnel change during the <br />fourth quarter of 2010 and first quarter of 2011. The department lost two individuals to job <br />transfers, and were replaced by Tony Tennyson and myself, Chip Brown. Tony began <br />work on December 27, 2010 and I began on January 4, 2011. During this time, TR -87 <br />(which brought about inspections for PD1, PD2, NTEP1, EP1, and eventually EP2) was in <br />the process of approval. The individuals who were involved with TR -87 had moved on by <br />the time of its approval on March 28, 2011. The details pertaining to pond inspections of <br />TR -87 structures were missed as the new Environmental Staff for Colowyo were learning <br />their roles and responsibilities. Respectfully, Colowyo would like to apologize for not <br />submitting inspection reports for PD1, PD2, NTEP1, and EP1 for the first and second <br />quarter of 2011. It is Colowyo's self imposed goal to ensure that all inspections are <br />conducted diligently and timely to maintain compliance as required by our permit. <br />Moving forward, Colowyo would like to reassure CDRMS of our dedication to ensuring that <br />routine quarterly inspections of all outfalls and ponds are completed and reports are <br />submitted diligently and in a timely manner to CDRMS as required by our permit. The <br />required inspections have been incorporated into the inspection and reporting forms to <br />ensure continued proper function of these structures in the future. <br />Previous onsite inspections conducted by CDRMS found several maintenance items <br />related to the ponds. Status of the maintenance items are as follows: <br />• Work Area Pond — repair discharge pipe. <br />o The area around the pipe has been excavated. Repairs are expected to be <br />complete the week of September 26, 2011. <br />• Loop Pond — clean flume. <br />
