Box 529 <br />Lyons, CO 80540 <br />RE: Lyons Quarry; DRMS File No. M -1977 -208; Technical Revision 11 — Adequacy Review <br />Dear Ms. Arthur, <br />The Division of Reclamation, Mining and Safety (Division) received Technical Revision - 11 <br />(TR -11) for the above referenced site on March 1, 2011 and the Technical Revision was filed for <br />review on March 28, 2011. The decision date for this Technical Revision is September 28, 2011. <br />The Division has reviewed the Operator's response to the Division's preliminary Adequacy <br />Review and has the following comments: <br />1. The Division approved the addition of calcium, magnesium, potassium and sodium to the <br />analytes which were sampled for under Technical Revision — 08. The above listed analytes <br />were selected so that potential impacts to groundwater could be assessed. The proposed <br />analyte suite was intended for short-term monitoring, with the understanding that the <br />analytical parameter suite would be evaluated upon completion of the C -Pit Hydrogeologic <br />investigation. As the Applicant has pointed out, there are no applicable groundwater <br />standards for calcium, magnesium, potassium or sodium. The Division has reviewed the <br />analytical results of the groundwater monitoring program and approves the removal of <br />calcium, magnesium, potassium and sodium from the analyte suite. <br />2. CEMEX has proposed applying drinking water standards (CDPHE WQCC 1002 -41 <br />Regulation No. 41) to the CEM -004 monitoring well. Please describe how the drinking water <br />standards will be applied to the CEM -004 monitoring well; typically standards are only <br />applied to the compliance well. <br />3. CEMEX has proposed a set of standards to be applied to the CEM -005 compliance well. The <br />Division cannot accept the proposed set of standards as they are not based on baseline data <br />and therefore could not be defended.
