Please update <br />Sheet 3.10 to reflect buffering plans. <br />4. Page 4 states that ore at the mine is suitable for milling or offsite processing. <br />a. Note that offsite processing is not currently part of the county land use permit under <br />review. Offsite processing would impact traffic counts and impacts, which are not <br />anticipated or addressed in applicant submittals or county review. <br />5. Page 5 states that water information is provided in Exhibit G — Water Information. <br />a. Exhibit G includes decrees for two water rights but it does not address water demands or <br />availability. Proof of adequate water involves proof of supply (DOWR permits and aquifer <br />pump test) and accounting for uses (drilling, ore processing, replenishing of processing <br />supply, any treatment waste streams, augmentation filling, evaporation losses from <br />augmentation, process, and fire water storage ponds, dust mitigation, irrigation) that can be <br />met with the supply. <br />B. New Access Road Construction Work Plan (aka Geotechnical Work Plan. Undated. <br />1. Page 5 states that rock fill and fill material will be stockpiled in "designated storage areas" and <br />that rock fill will be crushed as necessary. <br />a. Show designated storage on site plans and construction plans; indicate quantity of material <br />to be stored and footprint of material and crusher on the plans. Describe crushing activity, <br />impacts, and mitigation in narrative. <br />2. Page 5 states that the 36 -inch culvert at Station 22 +10 will be removed and that the <br />(replacement) culvert and inlet and outlet controls will be "installed in accordance with design <br />specifications (Sheet C 4.12)" while Page 7 says to "maintain the 36 -inch culvert" and that <br />because of the close proximity to wetlands, "no culvert outlet structures will be installed ". At <br />the same time, the Construction Plan Set, dated 4.18.2011 shows a culvert at Station 19 +25 but <br />not at Station 22 +10. and the accompanying note states: "Exist culvert to remain ". <br />a. Please rectify discrepancy. <br />b. The culvert discharging directly into wetlands is not desirable. For this scenario to be <br />considered, a detailed and substantial inlet control design is needed and the drainage report <br />needs to address how the inlet and culvert will be managed to ensure no damage to the <br />receiving wetlands. <br />3. Page 5 references specific Sheets and Stations shown on the Construction Plan Set and states <br />backfill and road base (shown in Construction Plan Set) will be compacted and installed to <br />ASTM standards in accordance with "design specifications" (outlined in the Work Plan). <br />a. The Work Plan needs to note the specific Construction Plan Set and any other documents, <br />such as Geotechnical Work Plan or Drainage Report with which the Work Plan is <br />associated by indicating report title, revision date, firm name, and certifying engineer's <br />name. <br />b.
