AUGUST 8, 2011
MAY DAY MINE CLASS II — SUBMITTAL 2 REVIEW
PAGE 13 OF 15
4. The Geotechnical Work Plan states that an outlet structure will not be installed on the 36"
culvert at the base of the road due to wetlands. Evaluate and provide a design for the culvert
inlet
5. to ensure than no sediment enters the culvert becoming a point discharge to wetlands.
6. Show how erosion and sediment control will be handled at the materials staging area(in the
floodplain) at the base of the new, unpermitted access road.
7 Address how oil, fuel, and chemical spills on the access road (new, unpermitted portion or
historic portion) will be handled, with consideration for spills that may occur during
precipitation events.
8. The drainage evaluation shall be prepared, bound, and sealed by a Professional Engineer
registered in the State of Colorado.
9. LPLUC 74 -112 to 114 and 82 -169 addressing drainage report contents are attached for
reference
E. DRMS approval of the road plans
F. Justification Regarding Safety of the Road for its intended uses is needed. This may be based on
MSHA, DRMS, or other relevant agency regulations and review.
G. Response to all seven variance criteria as outlined in LPLUC 66 -26
V. Submittals Requested in Previous Review for Class II Permit (and still needed)
New clarifying notes are provided in italics.
A. Revise narrative to address the following:
1. Water supply (summary level only — addressing key components as outlined in this letter)
2. Traffic projected on CR 124 and on the project access roads - including current existing traffic
and proposed project traffic
3. Access to the site — road grades, turn radius, design vehicles and loads, acceptable uses for the
unpermitted and historic portions of the road.
4. Parking. LPLUC 82 -175 requires 1 space /employee plus adequate loading area.
5. Service vehicles anticipated and access to site (ie: construction, fuel, chemical deliveries;
sanitary service; emergency service)
6. Sewer service at the site
7. Emergency service at the site
8. Snow management: Where will snow be stored?
9. Crusher operation proposed for the second staging area at the base of the new, unpermitted
access road. Address crusher activity, impacts, and mitigation..
10. Additionally, please review the above "Project Understanding" and "Engineering Issues" and
provide any corrections, additions or clarifications needed.
PLANNING DEPARTMENT • 970.382.6263. • 1060 E. 2ND AVE. • DURANGO, COLORADO • 81301
