September 12,2011 C-1982-057/Seneca 11-W Mine SLB <br /> About 50 migrating sandhill cranes were resting along the Tie-Across Haul Road all three mornings of the <br /> inspection. Several song birds and a spike deer were seen in the reclaimed areas. Four mallards were on Pond <br /> 005. <br /> HYDROLOGIC BALANCE -Rule 4.05 Drainage Control 4.05.1, 4.05.2, 4.05.3; Siltation Structures 4.05.5, <br /> 4.05.6; Discharge Structures 4.05.7, 4.05.10;Diversions 4.05.4; Effluent Limits 4.05.2; Ground Water <br /> Monitoring 4.05.13; Surface Water Monitoring 4.05.13;Drainage—Acid and Toxic Materials 4.05.8; <br /> Impoundments 4.05.6, 4.05.9; Stream Buffer Zones 4.05.18: <br /> Pond 009 was holding water at the discharge level,but was not discharging. The embankment was stable <br /> and vegetated,but there were rodent burrows along the crest. These should be monitored to ensure that the <br /> integrity of the embankment is not compromised. <br /> Pond 015 was discharging clear water;the embankment was stable and vegetated. <br /> Stock pond T24 was dry. T22 was wet but not holding water;the bottom of the pond was densely covered with <br /> cattails and bottlebrush squirreltail grass. T20 was holding water but was not discharging. T3 was dry. T2 held a <br /> little water. T25 held water and was discharging down PM-lA. T26 and T27 both held water. <br /> Pond 005 held water and was discharging. Cattle were on the embankment,which was stable and well vegetated. <br /> Pond 017 was discharging clear water. Water was flowing into the pond from three seep areas on the north side of <br /> the pond,below a slide that occurred this spring. <br /> ROADS Rule 4.03 Construction 4.03.1(3)14.03.2(3) Drainage 4.03.1(4)14.03.2(4) Surfacing and <br /> Maintenance4.03.1(5) and(6)14.03.2(5)and(6) Reclamation 4.03.1(7)14.03.2(7): <br /> The operator had been doing maintenance work along the Tie-Across Haul Road. Culverts previously <br /> identified as problematic had been addressed with the following exceptions: TAHRC-7 should be armored with <br /> rip rap at the outfall and TAHRC-10 needs to be cleared on the inlet side. Ditches along the road were in good <br /> condition. <br /> Ditches and culverts along Haul Road G were in good condition. The culverts and ditches along Road J were in <br /> good condition with a few exceptions -the silt fence at Culvert J 1 was torn; Culvert J4 silt fence was not keyed in <br /> at the base; and the inlet of Culvert J7 was blocked by gravel and rocks from the road. <br /> Culverts Y-2 (at the shop) and A3 (between stock pond T2 and the shop)need to be cleared;there were a few <br /> inches of sediment in the bottom of both. <br /> RE VEGETATION—Rule 4.15 Vegetative Cover; Timing: <br /> Vegetation along the reclaimed G Road corridor is coming along very nicely. There is good cover of <br /> grasses and forbs and a fairly dense stand of sagebrush and rabbitbrush.
