Development Rock (Section 4.0): New development rock is to be stockpiled on the existing 9360 pad. <br />The TR states that the stockpile footprint will be stripped of topsoil, which will be protected in a windrow <br />nearby. The stockpile area will be underlain by a prepared surface of compacted sand, an HDPE geo- <br />membrane, and another layer of sand. The HDPE layer will be sloped and constructed to collect water <br />and drain it to a holding pond. Please show these features in better detail on a larger scale plan view and <br />cross section diagram. Please provide more detail concerning the depth of the sand layers and the HDPE <br />material specifications and installation. <br />Holding Pond #2: There is a discrepancy in the descriptions of this holding pond. In TR -17 it is <br />described as having a design capacity of 21 acre -feet, sufficient to hold a one -year supply of water at 13 <br />gpm. This TR -18 document states that the holding pond will have capacity of 48 acre -feet, which is one <br />year of water at 30 gpm. Please clarify which size the pond will be, and modify the drawings if <br />necessary. <br />Portal Facilities: Since an adequate amount of reclamation bond will be required for removal of any <br />temporary structure, additional information is needed regarding several of the structures. Please provide <br />brief information concerning: <br />dimensions and construction of the pole barn-type compressor cover; <br />dimensions of the two 10,000 - gallon water storage tanks; <br />footers or mounts for the water storage tanks; <br />dimensions and construction of the heated structure for the water storage tanks; and <br />dimensions and construction of the "tent- type" maintenance building. <br />Wherever possible, please state whether a structure will have concrete footers or floor, above - ground or <br />buried utility supply, insulation, or contain non - mobile equipment affixed inside. <br />Fuel and Fluid Storage: The TR specifies that diesel fuel will be stored with secondary containment, as it <br />is required. Storage of other fluids is not clarified. Please commit to providing adequately- sized, <br />impermeable secondary containment for all fluids to be stored onsite, such as hydrocarbons, antifreeze, <br />solvents, acids, used oil, etc. Please indicate where these items will be stored onsite. <br />Reclamation Plan (Section 10): Besides the reclamation questions that are raised in the paragraphs above, <br />there are several more to be addressed. Please provide brief description of: <br />the concrete bulkhead to be placed to seal the decline (such as dimensions, anchoring/keying, and <br />distance inby); <br />adit earthen backfill volume, including demolished debris, if any; <br />recontouring of the dump slope to blend with surrounding topography (specify the pre - <br />reclamation slope gradient and the reclaimed slope final gradient); <br />recountouring of the backfilled portal opening (how much of the face -up is to be covered); <br />ventilation shaft (dimensions of the opening or of the planned steel beams and plate or concrete <br />slab); and <br />size of areas to be re- topsoiled and revegetated. <br />Reclamation Map: Many of the proposed development features and activities are depicted on maps and <br />diagrams already submitted (except as noted in this letter), but overall the TR submittal does not include <br />adequate depiction of the reclaimed condition of these features and activities. Please provide reclamation <br />map(s) to depict the areas of the permit that are affected by this TR, including post- mining topography. <br />(For other general and reclamation map requirements, please refer to Hard Rock/Metal Rules 6.2.1 and <br />6.4.6.) <br />
