The Applicant submitted design specifications certified by a licensed professional
engineer for two of the four Zircon units indentified as Environmental Protection
Facilities. The Applicant did not provide the specifications required by Rules 6.4.21(10)
and 6.4.21(7)(a) for the mill building, two of the four Zircon units, tailings dewatering
location, pipelines for transport of tailings and recycled process fluids, storage tanks for
recycled process fluids, and the tailings disposal location.
Please address the requirements of Rules 6.4.21(10) and 6.4.21(7).
Response to Adequacy Issue No. 6.
Wildcat is submitting conceptual design specifications and modifying Exhibit U (EPP)
for the requested EPP structures as follows:
• Mill building.
o Wildcat has shown the mill building on maps at Exhibit U, Figure D -1
(Environmental Protection Plan); and, Attachment D -2, Figures D -1 (May
Day No. 1 Surface Facilities) and D -2 (May Day No. 1 Portal Repair and
Stormwater Control Plan). Wildcat is submitting revised maps and additional
conceptual diagrams showing Existing Mill Structures and a Conceptual Mill
Schematic at the May Day No. 1. See Attachment 3 (Attachment D -2,
Figures D -1 (May Day No. 1 Surface Facilities); Attachment D -2, Figure D -2
(May Day No. 1 Portal Repair and Stormwater Control Plan); Attachment D-
2, Figure D -1A (May Day No. 1, Existing Mill Structures) & Attachment D-
2, Figure D -1B (Conceptual Mill Schematic); Figure D -2).
o Wildcat will modify the Design Specifications, Designated Chemical
Storage, May Day No. 1 Affected Area section at Page 18 of Exhibit U, by
adding the following language to the end of the "Mill building" bullet:

• Wildcat will implement the following sub -work plan during
implementation of the Portal Collapse Repair Work Plan, Attachment D-
2, to develop design specifications, to construct and to obtain licensed
professional engineer certification of the mill building as an
Environmental Protection Facility:
