All Ponds were <br />holding water at the time of the inspection. Pond embankments appeared stable with good vegetation and no <br />evidence of erosional features or problems noted. <br />Drainage ditch SCM -1 from the southern edge of the coal handling facilities area to the PECOCO pond was <br />identified. This ditch is completed and is rock lined. During the on- the - ground inspection conducted on August <br />16, 2011, displacement of riprap was observed. Based on the aerial images repair work has not yet been <br />completed. <br />Drainage ditch SCM -6 from haulroad culvert SC -20 to the inlet of Pond 002 was identified. This ditch appears to <br />be completed with no evidence of damage or problems noted. <br />Construction is active in the area in and around the approved Lower Sump. The FA -D8 ditch above the temporary <br />coal storage and facilities area to the Lower Sump has yet to be constructed. Construction in this area continues <br />with backfilling activities to bring the area to the approved grade. <br />Reclaimed drainage ditch SIIPM -4 was observed with no problems noted. <br />GENERAL MINE PLAN COMPLANCE: <br />Earth moving activities continue in the approved portal and South Facilities Area. Construction of Road D and the <br />area of the Coal Handling Facilities were observed in the photographs. Excavation of material in the area of the <br />coal handling facilities and the portals was observed. The area of the South Facilities Area where the temporary <br />coal handling facilities and lower sump location was being developed. Disturbance appears to be within the <br />
