J -Birds Mine 110(d) Permit M- 2005 -050 Technical Revision 02 <br />The change in operator from Bluerock Energy, Inc. (Bluerock) to Rimrock Exploration and Development, <br />Inc. (Rimrock) that occurred in 2009 — 2010 has resulted in several changes to the mining and <br />environmental protection plans for the J -Birds Mine. Rimrock evaluated the existing site layout and <br />access to the ore body in 2009 and determined that a revision to the mining plan was warranted in the best <br />interest of operational efficiency, occupational safety, and environmental protection. These changes <br />included the installation of a total of four up- gradient and down - gradient groundwater monitoring wells <br />that had not been completed under the previous operator. The changes are detailed below. <br />1.0 EXHIBIT C MINING PLAN REVISIONS <br />Changes in the Mining Plan will result in the relocation of the decline portal and surface support <br />structures, and a reconfiguration of the waste piles. These changes will improve surface operations <br />efficiency and access to the ore body, and reduce exposures to poor ground conditions and improve <br />ventilation in the underground workings. The changes in the Mining Plan are detailed below and <br />graphically depicted on the revised Exhibit E "Mining Plan Map," included as Attachment 1 to this <br />technical revision. <br />1. Relocation of Decline Portal — The portal for the decline drift to access the ore body has been <br />relocated approximately 400 feet to the southeast of the decline portal driven by Bluerock. The <br />sidewalls of the new decline drift have been reinforced by concrete retaining walls and the portal <br />includes locked gates and security fencing to protect against unauthorized entry. The tops of the <br />concrete retaining walls do not extend above the original ground surface elevation and can be <br />buried during reclamation of the decline portal without any special precautions. <br />2. Reclamation of the Bluerock Decline Portal — The decline portal installation completed by <br />Bluerock in 2008 will be reclaimed by removing the majority of the timber ground support <br />structure and backfilling the decline excavation with waste rock material. The waste rock will be <br />placed in one -foot lifts and compacted by wheel rolling during placement. Reclamation of the <br />Bluerock portal is approximately 75% complete, with the timber ground support removed and <br />50% of the excavation backfilled with waste rock. <br />3. Surface Support Structures — The structures and equipment used on the surface in support of the <br />mining operation will be relocated to the southeast quarter of the affected area. The area had <br />previously been disturbed by Bluerock, and Rimrock has constructed a leveled pad to <br />accommodate the office, storage and other support equipment. All of the support structures and <br />equipment used in the mining operation will be portable. Table C.1 contains a list of equipment <br />and structures that may be used on the surface of the J -Birds mining operation. <br />Rimrock Exploration & Development Page 1 of 4 <br />
