The entire e-mail from Paul Creeden and my response should be
scanned.
From: Boulay, Mike
Sent: Wednesday, August 24, 20112:47 PM
To: Creeden, Paul
Cc: Romatzke, JT; Brown, Sandy
Subject: RE: McClane Coal Mine Loadout Facility
Hello Paul:
Thank you for your input. I believe that all of your concerns are being fully addressed. Following the site visit
by multiple agencies including CDOW and USFWS to Fruita Loadout and the Reed Wash crossing location CAM
redesigned the bridge once again. The bridge is supported by pilings but they changed the design so no pilings
will be driven into the stream channel. I have attached a diagram from their latest revision demonstrating
this. Also the Office of Surface Mining our oversight agency is evaluating all wildlife reports and is in the
process of preparing a biological assessment with a recommendation to the USFWS on potential affects to T/E
species. The BLM, OSM, and USFWS are having a conference tomorrow to discuss the details of the Fruita
Loadout and McClane Canyon Mine projects. At this time we believe that they plan to view them as a
combined action. The BLM and USFWS have expressed the following concerns 1) Water Depletion, 2) Critical
Habitat in Reed Wash, 3) Potential change in water quality and the impact that would have on the endangered
fish in the Colorado River. Finally CAM has BMPs to control sediment and runoff from entering Reed Wash in
their current plans and may be required to implement additional mitigation measures depending on the
outcome of the OSM & USFWS consultation. I hope this information is helpful.
Again thank you for your follow -up correspondence. If you have any questions please call.
m
Michael P.
