Therefore, this <br />comment about the borrow pit soil sample TLO -4 is not applicable. Item Resolved. <br />24b. In the area west of Reed Wash, the upper 6 inches of topsoil is proposed to be salvaged on <br />4.8 acres of the railroad bed corridor. According to Map 16, Loadout facilities, two topsoil <br />stock piles are east of Reed Wash. It is unclear in the text and on the maps, how equipment <br />will access the area west of Reed Wash to transport the salvaged topsoil to the stock piles. <br />Please include a plan in the permit showing access to the area on the west side of Reed <br />Wash for construction equipment and topsoil salvage operations. <br />CAM - The large topsoil pile on the east side of Reed Wash has been broken up into two smaller <br />piles. Topsoil pile #1 will remain on the east side of Reed Wash and will have a capacity <br />of 4,480 CY which is the amount of topsoil that will be salvaged east of Reed Wash. <br />Topsoil pile #2 is topsoil that will be salvaged and replaced to the construction material <br />borrow area. Topsoil pile #3 is located west of Reed Wash and will have a capacity of <br />3,890 CY which it the amount of topsoil that will be salvage west of Reed Wash. <br />Due to relocating part of the topsoil pile to the West Side of Reed Wash, the coverfill pile <br />was moved to the west, and a small material storage area was created east of the coverfill <br />pile and south of topsoil pile #1. See revised changes on Maps -13, 16, 21. In addition, <br />peak flows for ditches and culverts for pond #1 changed slightly and were revised. <br />Please see revised Appendix 9 pages EXH 9 -3 to 9 -20. Due to relocating the topsoil pile, <br />the disturbed area boundary has changed. Please see revised Maps -04, 06, 11, 19 and <br />Page 2.03 -8. <br />Division Response: It is still unclear how construction equipment will access the parcel <br />west of Reed Wash. The main railroad line borders the permit boundary to the north <br />(with no obvious crossing on the maps), the east side is Reed Wash and to the west and <br />south is private land. There is a railroad crossing northwest of the permit area that could <br />provide the necessary access but it is on private property. Please provide a plan in the <br />application showing how construction equipment will access the west side of Reed <br />Wash. <br />Rule 2.04.10 Vegetation Information <br />25 — 25a. Items resolved. <br />26. Item resolved. <br />27. On page 4 -6 of Exhibit 5, the procedure for ensuring randomly located sample locations is <br />described. The sampling sequence in the pre - disturbance area is sequential. Therefore, our <br />assumption is that transects in the reference area would also be sequential to maintain <br />random selection. This was not the case for cover and woody plant density sampling <br />within the Greasewood Reference Area where transects 1 -24, 29, 33, 37, 39, 40, 42, 44, and <br />46 -50 were measured.
