Items resolved. <br />15a. On page 2.05 -59 of the April 11, 2011 submittal, the first sentence states that the <br />Colorado River will not be monitored. Please correct this statement since the river is part <br />of the water monitoring program. <br />CAM - The statement now on page 2.05 -63 was clarified. The Colorado River is part of the <br />baseline monitoring program. CAM does not intend to perform routine monitoring of the <br />Colorado River beyond baseline collection. Please also see response in item number 93. <br />Division Response: Page 2.05 -63 was revised in the July 8, 2011 submittal to state that <br />the Colorado River is not part of the long term hydrologic monitoring program, which <br />was agreed to by the Division. The revised text states that four quarters of pre -bond <br />release hydrologic data will be gathered for the Colorado River. However, please also <br />add that baseline hydrologic data will be obtained for the Colorado River. <br />16 -20. Items resolved. <br />Rule 2.04.9 Soils Resource Information <br />21 -23. Items resolved. <br />24. As of our June 21, 2011 second adequacy letter, this item had not been resolved as follows. <br />CAM is doing additional soil sampling around site #1 to determine if additional material <br />can be salvaged and used for topsoil replacement. The Division will not comment further <br />on this issue until CAM submits a topsoil salvage plan based on the new soil data. <br />CAM - Finding a source of plant growth media for the previously disturbed industrial area is no <br />longer an issue since the Division agreed to waive the revegetation requirement in the <br />industrial areas. See item 70. CAM obtained two soil samples in the northwest rail <br />corridor near soil sample TLO -1 since TLO -1 showed better soil quality than the other <br />soil samples. The two additional soil samples TLO -5 and TLO -6 were highly saline like <br />all of the other soil samples except TLO -1. See results in Exhibit 7. <br />Division Response: The results of soil samples TLO -5 and TLO -6 indicate that the <br />topsoil once believed to be `suitable' around TLO -1 is actually `unsuitable' due to high <br />EC and SAR values. Therefore, the soils northwest of Reed Wash are not `more suitable' <br />as a plant growth medium than the rest of the soils at the Fruita Loadout site. The soils in <br />this area should be salvaged and stored in the same manner as the rest of the Billings <br />loam to silty clay loam topsoils as described in Exhibit 7. Item Resolved. <br />
