DIVISION OF RECLAMATION, MINING AND SAFETY
Department of Natural Resources
1313 Sherman St., Room 215
Denver, Colorado 80203
Phone: (303) 866 -3567
FAX: (303) 832 -8106
Date: August 30, 2011
To: Marcia Talvitie
From: Brock Bowles
RE: New Horizon North (Permit No. C- 2010 -089)
Adequacy Review #2
Discrepancies in the PAP
Rule 2.04.3 — Site Description and Land Use Information
#5 — The response given by the applicant does not address Rule 2.04.3(1) which requires a
description of the existing premining environmental resources in the adjacent areas. The
Division agrees that the vegetation types and land uses in the areas adjacent to the proposed
mine site area are very similar, however, these adjacent areas have the potential to be
impacted by mining activities. Therefore, a description of the existing, premining
environmental resources of the adjacent area needs to be included in the permit. Two areas in
particular that need to be addressed are the wetlands west of CR 2600, downstream of
Meehan Draw and the irrigated pasture and wetland west of CR 2600 adjacent to the Garvey
property.
#6 — The response given by the applicant does not address Rule 2.04.3(4) which requires a
description of the existing land uses and land use classification under local law, if any, in the
adjacent areas. The Division agrees that the land uses in the areas adjacent to the proposed
mine site area are very similar, however, these adjacent areas have the potential to be
impacted by mining activities. Therefore, a description of the land use and local land use
classification of the adjacent area needs to be included in the permit.
#8 — Item Resolved
Rule 2.04.9 — Soils Resource Information
#1 — Item Resolved
Rule 2.04.10 — Vegetation Information
Office of Office of
Denver • Grand Junction • Durango Active and Inactive Mines
Mined Land Reclamation
1
STATE OF COLORADO
COLORADO
D I V I S I O N O F
RECLAMATION
MINING
— &—
SAFETY
John W.
