Colowyo, C1981 -019, PR3 adequacy No. 3 12 July 22, 2011 <br />I. On Map 20C Sheet 2, Pre- Mining and Post - Mining Cross Sections, Section H -H' transects the <br />location of the temporary spoil pile. Please depict the outline of the Temporary Spoil Pile on <br />this cross section. <br />This item has been resolved with the August 9, 2011 submittal. <br />2. On Map 29C Temporary Spoil Pile Design, please incorporate the estimated phased <br />construction of the pile, by year, in the Plan and Section views, and show the Little Collom <br />Sump on Section A -A' and the Plan View. <br />This item has been resolved with the August 9, 2011 submittal. <br />3. On Maps 29B. 41 B and 46, disturbance due to construction and operation or the Little Collom <br />Sump is not shown. Please revise these ntap,v to include the Sump area. <br />This item has been resolved with the August 9, 2011 submittal. <br />4. On Exhibit 7 Rent 26 Figure 1, the Font labeling the spillway and slopes on Sections A -A' and <br />B -B' is too small to read. Please utilize a larger font size. <br />This item has been resolved with the August 9, 2011 submittal. <br />?. On Exhihit 7 Item 26 Figure'_, the vcitical scale on the cross sections is I ° — 200', while the <br />horizontal scale is I" 100'. Please revise the vertical scale to he I" 50', consistent with the <br />scale used on Fxhibit 7 Item 26 Figure I. <br />This item has been resolved with the August 9, 2011 submittal. <br />Rule 4.05.2 Water Ouatity Standards <br />3. For any small disturbed areas as defined by Rule 1.04 (commonly referred to as SAE'S) that <br />will not report to sediment ponds, please provide a demonstration that the applicable effluent <br />limits can be met using alternative sediment control methods. This can include topsoil piles <br />and areas where it is impractical to divert runoff using diversion ditches. Numerous, small <br />disturbed areas currently appear outside of sediment containment on Map 41 B. If these areas <br />are planned to be outside of containment ditches, they will need to be SAE's. <br />The response is inadequate. In addition to topsoil stockpiles, other small disturbed areas in the <br />mine plan do not report to sediment ponds. Please provide a demonstration that the applicable <br />effluent limits can be met using alternative sediment control methods. <br />The respomc is inadequate.
