August 4, 2011 <br />C -1981- 014 /Southfield Mine JHB <br />been used as a driving surface, although it was designed, approved and constructed as a collection ditch. Ms. <br />Saunders wants a road on the west side of the pile. There has been no design or approval of a road in the location <br />that Ms. Saunders indicated that she wants to see a road. Light use roads are designed and constructed in <br />accordance with Rule 4.03.3. Light —use roads are intended for infrequent or intermittent use, and are generally <br />constructed for accessing monitoring sites or other occasional use. (Rule 1.04(111)(c)) <br />The access road through the mine remains in good condition. Water dips appear to be functional in shedding <br />water from recent storms off the roadways. <br />RECLAMATION SUCCESS - Rule 4.15, Rule 3: <br />Energy Fuels has submitted a revision for the Ponderosa - Pinyon - Juniper reference area, TR39. Ms. <br />Saunders was particularly concerned about this proposed revision. The inspection progressed to the currently <br />approved Ponderosa - Pinyon - Juniper (PPJ) reference area. This reference area is located south of the reclaimed <br />portal area and east of the reclaimed coal refuse area. The PPJ reference area is extrmemly small, 0.35 acres. The <br />Division recommends reference areas to be a minimum of 3 acres. The PPJ reference area is located on W -NW <br />facing steep slope on the edge of a grassy opening north of the reclaimed explosives storage area. The PPJ <br />reference area is identified as "reference Plot `B" on "Mine Area Vegetation" map in the approved permit. <br />TR39 proposes to replace the current PPJ reference area with a larger PJ reference area ocated NW of the <br />reclaimed portal area and NE of the reclaimed refuse pile. Both the existing PPJ reference area and the proposed <br />PJ reference area are located within areas identified as Pondersoa/Pinyon/Juniper Woodland. <br />The southwest corner of the PPJ reference area was located. This comer is identified by a steel post and a sign <br />identifying "reference Plot B ". We followed along the West side of the plot and tried to located the NW corner. <br />No additional steel posts were found deligneating the NW corner. We then attempted to climb the steep sloe to <br />locate the NE comer of the reference area. The Ponderosa/pinyon /juniper vegetation was extremely dense, and the <br />slope was rocky. This site is dominated by mature Ponderosa pine and oakbrush. We were unable to locate <br />markers for the NE or SE comers of the refernce areas. <br />The proposed reference area was visited. The proposed Pinyon - Juniper reference area is irregularly shaped, <br />encompasses 1.76 acres, and is predominately southeast facing. The boundaries are limited by previous <br />disturbances. The proposed reference area is also a dense pinyon juniper - oakbrush woodland. Few mature <br />Ponderosa pine were encountered while walking around this proposed reference area. No defining stakes were <br />placed on the north or east extents of the proposed reference area, but a flagged stake identified the southern end <br />of this area. There are previous disturbances in near proximity to the proposed reference area. Without clear <br />boundaries marked or actual GPS coordinates to verify, it appears that these previously disturbed areas are outside <br />of the proposed reference area. <br />Number of Partial Inspection this Fiscal Year: 1 <br />Number of Complete Inspections this Fiscal Year: 0 <br />Page 3 of 6 <br />
