A landowner, Ms. Linda Saunders, had <br />requested that I notify her of my regular inspection schedule in August, as she would like to meet me on the site <br />and discuss permitting items regarding the Southfield Mine site. The inspector met Ms. Saunders at the main <br />access road gate on Fremont County Road 92 at 12:00 pm. Ms. Saunders husband, Bob, and daughter, Terri, <br />accompanied Ms. Saunders. The weather in the region has been very dry but the mine had received afternoon <br />thunderstorms earlier in the week. Storm clouds started to build throughout the inspection and rain was starting as <br />the inspection came to a close. <br />HYDROLOGIC BALANCE - Rule 4.05 <br />❑Drainage Control 4.05.1, 4.05.2, 4.05.3; Siltation Structures 4.05.5, 4.05.6; Diversions 4.05.4; Ground Water <br />Monitoring 4.05.13; 4.05 8; Impoundments 4.05.6, 4.05.9 <br />Ms. Saunders wanted to know about the mine water pool. This information is readily available in the public <br />records and continues to be monitored by Energy Fuels as a part of their approved hydrologic monitoring plan. <br />Pond 5 and pond 4 held no water and showed no indication of recent discharges. No problems were identified <br />with either pond. <br />ROADS — Rule 4.03 ❑ ❑ Construction 4.03.1(3)/4.03.2(3) ❑ ❑ Drainage 4.03.1(4)/4.03.2(4) ❑ ❑ Surfacing and <br />Maintenance 4.03.1(5) and (6)/4.03.2(5) and (6) <br />Ms. Saunders was very concerned that there is no road on the west side of the Coal refuse pile. There is a <br />road on the west side of the pile but it is outside of the permit area and was not constructed by Energy Fuels. <br />There is an approved light use road on the north side of the pile that connects with a road on the outside of the <br />permit area but is blocked by a locked gate. There is an approved light use road on the southern side of the coal <br />refuse pile that connects with a road on the outside of the permit area. This road too, is blocked by a locked gate. <br />There is an approved collection ditch that runs along the west side of the coal refuse area.
