August 24, 2011 C-1982-057/Seneca II-W Mine SLB
inslope)was complete.Trench drains were installed at this point in an effort to drain subsurface water that has
contributed to instability in this area.
Light Use Road LU-2 was completely reclaimed. The operator did an outstanding job of blending this area with
the surrounding topography.
SLIDES and DAMAGE-Rule 4.12:
The oil well slide repair was complete. The operator graded the scarp, placed a rock buttress at the base of
the slide, and installed a toe drain. The road ditch has been reestablished and the county road restored to its
original width.
The pump house slide was regraded and installation of the rock toe drains was complete.
Toe drains had been installed in the northeast inslope of the pond, where the Mine Entrance Haul Road,Road A,
and the county road intersect.
Slumps and cracks on the outslope of the facilities area above Road A were regraded, and the slope had been
reduced significantly to promote stability in this area.
Implementation of the Pond 016A slide area remediation plan(TR-73)had begun. An excavator was removing
material from Pond 016A and a truck was placing it on the slopes northeast of the pond. The material was being
spread to facilitate drying so that it can be compacted back in place to fill Pond 016A.
SUPPORT FACILITIES-Rule 4.04:
The facilities yard area had been greatly reduced and the regraded area topsoiled and seeded. Scrap
materials and equipment were being hauled from the site.
TOPSOIL—Rule 4.06❑❑Removal 4.06.2; Substitute Materials 4.06.4(4); Storage and Protection 4.06.3;
Redistribution 4.06.4:
Topsoil had been redistributed on all of the newly graded areas along the MEHR,Road A, and LU-2.
Topsoil was being removed from the area north of Pond 016A and windrowed adjacent to the shrub plot east of
Pond 016A, as part of the approved slide remediation plan. The Division would suggest that,on the long/steep
slopes with new topsoil, the operator place straw wattles to break up flow and help reduce rill and gully formation
until vegetation is established. This was discussed with the operator on site.
Number of Partial Inspection this Fiscal Year: 4
Number of Complete Inspections this Fiscal Year: 0
Page 3 of 6
