Compliance With Mine Plan NA - Support Facilities Not On-site <br /> NA -Other NA - Special Categories Of Mining <br /> NA -Processing Waste R -Topsoil <br /> COMMENTS <br /> This was a partial inspection of the Seneca IIW Mine conducted by Susan Burgmaier of DRMS. Dennis Bugay of <br /> Seneca Coal Company was present during the inspection. Weather conditions were clear and dry at the time of the <br /> inspection. The area has been in a dry weather pattern the last few weeks, enabling the operator to complete many <br /> of the scheduled reclamation and maintenance projects on site. <br /> HYDROLOGIC BALANCE -Rule 4.0511[]Drainage Control 4.05.1, 4.05.2, 4.05.3; Siltation Structures 4.05.5, <br /> 4.05.6; Discharge Structures 4.05.7, 4.05.10;Diversions 4.05.4;Effluent Limits 4.05.2; Ground Water <br /> Monitoring 4.05.13; Surface Water Monitoring 4.05.13;Drainage—Acid and Toxic Materials 4.05.8; <br /> Impoundments 4.05.6, 4.05.9; Stream Buffer Zones 4.05.18: <br /> Straw wattles were in place on all newly reclaimed road sections that are not within the sediment control <br /> system. The wattles were installed in overlapping sections to ensure that all sediment would be retained within the <br /> disturbance area. <br /> Ponds 006 and 016 both held water. The embankment of Pond 016A had been breached in accordance with the <br /> approved slide remediation plan(TR 73), and was nearly drained. The spoil spring above Pond 016A has been <br /> redirected southward in a channel along Road J so that it enters Pond 016 on the south side. The spring continued <br /> to flow at approximately 100-125 gpm. <br /> Seeps and springs throughout the mine area have yet to dry out. The newly installed toe drains along the MEHR <br /> and at the oil well slide and Pond 006 were all flowing. <br /> ROADS—Rule 4.03❑❑Construction 4.03.1(3)/4.03.2(3)❑❑Drainage 4.03.1(4)/4.03.2(4)❑❑Surfacing and <br /> Maintenance4.03.1(5)and(6)/4.03.2(5)and(6)❑❑Reclamation 4.03.1(7)/4.03.2(7): <br /> Narrowing of the Mine Entrance Haul Road(MEHR)and Road A were complete at the time of the <br /> inspection. Regraded slopes blend well with surrounding topography. The point where the MEHR becomes Routt <br /> County Road 53C and intersects Road A has been realigned and grading of the surrounding area(Pond 006 <br /> Number of Partial Inspection this Fiscal Year: 4 <br /> Number of Complete Inspections this Fiscal Year: 0 <br /> Page 2 of 6 <br />
