Dennis Bugay of
Seneca Coal Company was present during the inspection. Weather conditions on site were clear and dry. There
has been about a three week pattern of hot,dry weather in the area.
FISH and WILDLIFE—Rule 4.18:
Elk and deer were observed in the south end of the permit area; a deer was bedded down in the Pond 013
slide. Several Dusky grouse were flushed in the drainage above Pond 012A.
HYDROLOGIC BALANCE -Rule 4.05❑[]Drainage Control 4.05.1, 4.05.2, 4.05.3; Siltation Structures 4.05.5,
4.05.6; Discharge Structures 4.05.7, 4.05.10;Diversions 4.05.4;Effluent Limits 4.05.2; Ground Water
Monitoring 4.05.13; Surface Water Monitoring 4.05.13;Drainage—Acid and Toxic Materials 4.05.8;
Impoundments 4.05.6, 4.05.9, Stream Buffer Zones 4.05.18:
Drainage channels YPM 5-1 and YPM 6-2,that drain into Pond 012A were walked. Both of these
channels and the lower reach of YPM 7A need to be repaired, since early July rains resulted in heavy downcutting.
In YPM 5-1,the Mirafi underlayment is exposed for approximately 1300', from the intersection with YPM54A to
Pond 012A. Downcutting around the Mirafi in this area is approximately 12"deep. YPM 6-2 has channeled
around the TRM liner. The operator indicated that these channels were scheduled for maintenance this season, as
part of the regular rill and gully maintenance program. If at all possible, the operator should attempt to retain the
sections of YPM 6-2 where vegetation has established within the TRM; adding rip rap or additional TRM to the
sidecut areas would be preferred.
The seep that flows down from the east slope above Pond 012A has caused several gullies, averaging about 9"
deep. The operator needs to combine the flow from the seep into a single channel that is lined to prevent erosion.
This area might also be a good candidate area for shrub plantings(willow, cottonwood, boxelder),based on the
success of these species observed in the area established downstream of Pond 012A in 2010.
Number of Partial Inspection this Fiscal Year: 2
Number of Complete Inspections this Fiscal Year: 1
Page 2 of 6
