Mike Boulay <br />CAM: Comment noted. <br />-2- August 26, 2011 <br />47.1 Please provide revised permit text, maps and hydrology designs that take into <br />account that the borrow area, borrow area topsoil stockpile and pond 4 will be <br />deleted from the Fruita Loadout plan, that there will be three sediment ponds and <br />that sediment control for the portion of the railroad loop adjacent to the deleted <br />borrow area will not involve a sediment pond. <br />In the August 19, 2011 submittal, CAM revised the permit text. However, please <br />also revise the water depletion estimate in Section 2.04.11 on pages 2.04 -37 <br />and 38 to include only the three proposed sediment ponds. <br />CAM: Please see revised pages 2.04 -37 & 38 <br />47.4 In the submittal dated April 12, 2011, the plan view drawings on Map 13 for <br />ponds 1 and 2 were small and difficult to read. However, in the July 11, 2011 <br />submittal, the plan view drawings on Figure 13 (Map 13 ?) are too small to read. <br />Please submit new plan view drawings of each sediment pond, at a scale that is <br />large enough to easily read the contour lines, contour intervals and elevations. <br />Section 2.05.3(4)(a)(ii)(B) on permit pages 2.05 -19 and 2.05 -20 contains a <br />description for the construction of pond embankments with discharge structures. <br />However, referring to Map 13, revised in the August 19, 2011 submittal, it <br />appears that ponds 1, 2 and 3 are completely incised, with no constructed <br />embankment and no discharge structures. If all three ponds are completely <br />incised with only pumped discharge, please revise Section 2.05.3(4)(a)(ii)(B) to <br />describe the construction of the three incised ponds. <br />CAM: Please see revised page 2.05 -19 <br />47.6 Please add more detail to the discussion of pond reclamation in Section <br />2.05.3(4)(a)(ii)(D) and, as was done for the topic of road reclamation, please add <br />a reference in Section 2.05.4(2)(c) on page 2.05 -30 that a general discussion of <br />the reclamation of the sediment ponds is presented in Section 2.05.3(4)(a)(ii)(D). <br />In the August 19, 2011 submittal, CAM added additional information on pages <br />2.05 -20, 21 and 31. However, the Division requests an expanded discussion <br />concerning pond reclamation, including where the fill will come from since <br />the ponds will be incised, compaction of the fill material and whether or not <br />topsoil will be applied. <br />CAM: Please see revised pages 2.05 -20 through 20.5 -23. <br />
