August 18,2011 C-1981-018/Deserado Mine JRS <br /> BACKFILL and GRADING—Rule 4.14 Contemporaneous Reclamation 4.14.1; Approximate Original Contour <br /> 4.14.2; Highwall Elimination 4.14.1(2)(f); Steep Slopes 4.14.2,4.27; Handling of Acid and Toxic Materials <br /> 4.14.3; Stabilization of Rills and Gullies 4.14.6: <br /> -The reclaimed East Portal area(including the haul/access road corridor,portal area and drainages)was stable and <br /> well vegetated at the time of the inspection. The entire area has held up well over the years. There were no signs <br /> of settling, cracking or slumping in the backfill. There were a few small rills that have developed in the east <br /> portion of the reclaimed road(closest to Rio Blanco County Road 65)but they do not appear to be getting any <br /> larger. The Division will continue to monitor these rills and determine if,at a later date,remedial action in <br /> necessary. At this point,however,the Division does not believe that any action is necessary. <br /> HYDROLOGIC BALANCE -Rule 4.05 Drainage Control 4.05.1,4.05.2,4.05.3; Siltation Structures 4.05.5, <br /> 4.05.6; Discharge Structures 4.05.7,4.05.10; Diversions 4.05.4; Effluent Limits 4.05.2; Ground Water <br /> Monitoring 4.05.13; Surface Water Monitoring 4.05.13; Drainage—Acid and Toxic Materials 4.05.8; <br /> Impoundments 4.05.6,4.05.9; Stream Buffer Zones 4.05.18: <br /> -Pond RP-1 was dry at the time of the inspection. The pond embankment was well vegetated and stable and no <br /> erosional problems were noted. <br /> -Pond RP-2/3 was muddy in the bottom at the time of the inspection. The two presettling cells in the pond <br /> contained some water but were not discharging into the main pond. The pond embankment was well vegetated <br /> and stable and no erosional problems were noted. <br /> -Pond RP-4 contained a small amount of water but was almost dry. The pond embankment was well vegetated <br /> and stable and no erosional problems were noted at the time of the inspection. <br /> -Pond RP-5a contained water approximately three feet below the spillway and was not discharging at the time of <br /> the inspection. The pond embankment was well vegetated and stable and no erosional problems were noted. . <br /> -Pond DP-1 contained water approximately two feet below the discharge pipe and was not discharging at the time <br /> of the inspection. There is some sediment at the inlet of the pond and a fair number of cattails in the pond. The <br /> pond embankment was well vegetated and stable and no erosional problems were noted. The emergency spillway <br /> is a riprapped,open channel,which appeared to be stable. <br /> -Pond SS-1 was basically dry at the time of the inspection(there was a bit of mud in the pond). The sump before <br /> the culvert that runs to the pond was recently cleaned out. Pond SS-2 was dry at the time of the inspection. The <br /> pond embankments were well vegetated and stable and no erosional problems were noted. <br /> -Pond RR-1 and sump RRS-1 (below the loadout)were both dry at the time of the inspection. The embankments <br /> were well vegetated and stable and no erosional problems were noted. <br /> -The post-mining drainage channels at the reclaimed East Portal location were all stable at the time of the <br /> inspection. Over the years these riprapped ditches have become well vegetated and appear to be stable for the <br /> long-term. <br /> -The roadside ditch between the haul road and access road still needs to be cleaned. Sediment has built up behind <br /> straw bales and the drop structures along the road. The rest of the ditches along the haul road(to the refuse pile, <br /> north of Rio Blanco County Road 65)were clean. <br /> -The roadside ditches along the conveyor corridor were clean and appeared to be stable. <br /> Number of Partial Inspection this Fiscal Year: 1 <br /> Number of Complete Inspections this Fiscal Year: 1 <br /> Page 3 of 22 <br />
