August 15, 2011 <br />C -1984- 065 /Coal Ridge No. 1 Mine JRS <br />ROADS — Rule 4.03 Construction 4.03.1(3)/4.03.2(3) Drainage 4.03.1(4)/4.03.2(4) Surfacing and <br />Maintenance4.03.1(5) and (6)/4.03.2(5) and (6) Reclamation 4.03.1(7)/4.03.2(7): <br />- The remaining roads to the upper benches were all stable at the time of the inspection. Although these roads are <br />used sporadically (mostly by hunters and outfitters), they are filling in with vegetation. There is diffuse knapweed <br />along the edges of most of these roads and many rosettes, for next year's growth, was noted in and along these <br />roads. These roads will need to be sprayed this fall to help control the diffuse knapweed. <br />RECLAMATION SUCCESS - Rule 4.15, Rule 3: <br />- There is still Russian knapweed and diffuse knapweed scattered throughout the site. Although there is much less <br />than last year, the site still needs to be sprayed and carefully monitored. The diffuse knapweed was mainly along <br />the remaining road areas, but there were scattered plants throughout the site. The Russian knapweed was mainly <br />in the remaining pond and the area immediately east of the pond. Again, there were scattered plants and small <br />patches in other locations on the site as well. <br />- While there was some thistle present on the site, there did not seem to be a problem at this point. The operator <br />should still spray for thistle to keep it under control. <br />- Overall the reclaimed Coal Ridge Mine is well vegetated and stable. The operator needs to continue the <br />aggressive weed spraying to help control the knapweeds and thistle. There was one "rogue" cow noted on the site. <br />She was part of a small herd that was grazing in the fields north of the mine. She was along the east fence line and <br />did not appear to be causing any damage. The operator should check the fence around the site and repair as <br />necessary. <br />SIGNS AND MARKERS — Rule 4.02: <br />- As noted in the previous inspection, the operator has installed a new sigh that notes the Division's contact <br />information. There is not, however, any signage that notes the operator's contact information (that sign was <br />removed since the last inspection).
