The site inspection was conducted on 15 August 2011 and <br />the records were checked in the Garfield County Courthouse on 17 August 2011. The site has been reclaimed and <br />has been granted a full Phase II Bond Release. The weather was warm and humid and the ground was dry. <br />AVAILABILITY OF RECORDS — Rule 5.02.4(1): <br />- All of the necessary records were located in the records room on the second floor of the Garfield County <br />Courthouse in Glenwood Springs. The records were checked on the morning of 17 August 2011. Please see the <br />DRMS availability of records form at the end of this report for more details. <br />BACKFILL and GRADING — Rule 4.14 Contemporaneous Reclamation 4.14.1; Approximate Original Contour <br />4.14.2; Highwall Elimination 4.14.1(2)(f); Steep Slopes 4.14.2, 4.27; Handling of Acid and Toxic Materials <br />4.14.3; Stabilization of Rills and Gullies 4.14.6: <br />- The regarded facilities benches remained stable at the time of the inspection. There was no sign of cracking, <br />settling or slumping in the backfilled areas. No erosional problems were noted on any of the reclaimed slopes. <br />HYDROLOGIC BALANCE - Rule 4.05 Drainage Control 4.05.1, 4.05.2, 4.05.3; Siltation Structures 4.05.5, <br />4.05.6; Discharge Structures 4.05.7, 4.05.10; Diversions 4.05.4; Effluent Limits 4.05.2; Ground Water <br />Monitoring 4.05.13; Surface Water Monitoring 4.05.13; Drainage — Acid and Toxic Materials 4.05.8; <br />Impoundments 4.05.6, 4.05.9; Stream Buffer Zones 4.05.18: <br />- The remaining sediment pond was dry at the time of the inspection. The pond embankment was well vegetated <br />and stable and no erosional problems were noted. There is some erosion at the inlet areas of the pond but they do <br />not appear to be a problem at this time. There is a fair amount of Russian knapweed in the bottom of the pond that <br />needs to be sprayed this fall. <br />- The remaining ditches around the site were all well vegetated and stable at the time of the inspection.
