August 22, 2011
Mr. Eric Scott, PG
Environmental Protection Specialist
Colorado Division of Reclamation, Mining and Safety (DRMS)
1313 Sherman Street, Room 215
Denver, CO 80203
Eric:
Transmitted via email to Eric.Scottstate.co.us for expedience.
No hard copy to follow unless specifically requested.
RE: DRMS Permit M- 1999 -069, Wagner /Kauffman Pit #3, Revision TRO3
August 2, 2011 Information Request— Operator Response
Thank you for the correspondence on this application, as well as your recent telephone
communications. As we've discussed over the last couple weeks, Jake Kauffman & Son,
Inc.'s (JKS) responses to the information requests of the 8/2/2011 letter are as follows:
1) West reservoir liner design and QA /QC. The actual soil materials, construction
equipment, methods and practices will be the same as used for the previously lined
East Reservoir, and the nearby Stroh Pit. However, there will NOT be engineering
construction plans, testing nor as -built documentation used for the West Reservoir
liner. As a result, JKS is not seeking a bond reduction from the Division for this liner
work based on engineering or materials testing.
2) Liner keyed into competent bedrock. As noted, the construction methods and
practices will be the same as used for the previous reservoir liners constructed by
JKS in this immediate area. This includes tying the liner into competent bedrock. In
this case, the former pit dewatering trenches will be backfilled to serve as the liner
key. This has not been documented on the proposed Reclamation Plan Exhibit due to
variability in the trenches and resulting key. JKS does not desire to be held to specific
external standards or requirements on the key construction, in terms of width, depth,
alignment, position, bedrock condition, and so forth. As a result, they recognize the
key, along with the entire West Reservoir liner construction, is at their sole judgment
and risk, to be resolved and accepted only at the time of successful final 90 -day
infiltration testing for the State Engineer's Office (SEO).
A: 4220 Golf Vista Drive, Loveland, Co 80537 0 P: 303.929.3194 0 F: 303.600.8020 0 E: dangiroux @dcs- cm.com
DCS Project 10 -020 © Copyright 2011, DCS, Inc.
