Compliance With Mine Plan N Support Facilities Not On-site <br /> N -Other N Special Categories Of Mining <br /> N -Processing Waste N Topsoil <br /> COMMENTS <br /> INTRODUCTION: This was a partial in pection of the Elk Creek Mine conducted by Brock Bowles and Jim <br /> Stark of the Colorado Division of Reclamation,Mining and Safety on August 16, 2011. Jim Kiger,Environmental <br /> Manager for Oxbow Mining, LLC was prlesent during the entire inspection. Weather conditions were sunny and <br /> warm and the ground conditions were damp. The focus of this; inspection is gob vent borehole pad reclamation. <br /> BACKFILL and GRADING—Rule 4.14 Contemporaneous Reclamation 4.14.1; Approximate Original Contour <br /> 4.14.2; Highwall Elimination 4.14.1(2)(f); Steep Slopes 4.14.2,4.27; Handling of Acid and Toxic Materials <br /> 4.14.3; Stabilization of Rills and Gullies 4.14.6: <br /> Drill pads and access roads were graded to AOC. Natural drainages were rock lined, surfaces were <br /> roughened and woody debris was scattered over surface. Pad GVB-18-01 was recently reclaimed along with <br /> approximately 100 feet of the access road,(photo 1). The remaining part of the access road will be partially <br /> reclaimed to an ATV road at the request of the landowners. As a reminder,written permission from the <br /> landowners is required for leaving the light use road leading to the reclaimed pad and a revision must be <br /> submitted to the Division as per Rule .03.3(7) and 2.05.5 (1)(a)-(b). <br /> Approximately 75%of pad GVB-16-07(photo 2)was reclaimed and seeded. One bore hole will remain as a <br /> degas vent. Pads GVB-15-05 (photo 3), 15-06, 15-07 (photo 4)and 16-06 were all reclaimed to AOC and seeded <br /> as were the access roads to these sites. <br /> HYDROLOGIC BALANCE -Rule 4.05❑ Drainage Control 4.05.1,4.05.2,4.05.3; Siltation Structures 4.05.5, <br /> 4.05.6; Discharge Structures 4.05.7, 4.05.10; Diversions 4.05.4; Effluent Limits 4.05.2; Ground Water <br /> Monitoring 4.05.13; Surface Water Monitoring 4.05.13; Drainage—Acid and Toxic Materials 4.05.8; <br /> Impoundments 4.05.6,4.05.9; Stream Buffer Zones 4.05.18: <br /> Pond B had standing water and there was no evidence of discharge. Jim Kiger explained that sediment is <br /> usually cleaned out every two years and t at pond B will be cleaned next year. <br /> The discharge end of the Elk Creek diversion culvert was clean and clear of debris.
