Flood Control Levee August 24, 1999 Page <br />• It was recognized as an effective flood control structure in a subsequent study of the flood <br />plain initiated b the US Army Corps of Engineers and completed by engineering consultants <br />Greenhorne and O'Mara, Inc. The study was published in 1986. <br />• The flood plain was adopted by the Urban Drainage and Flood Control District, Boulder <br />County, the Colorado Water Conservation Board, and FAA. It is believed that the City of <br />Boulder also adopted the flood plain; at a the City of Boulder utilized the flood <br />plain in its planning process. <br />• <br />By specific evaluation or by default, the levee was recognized as an effective flood - control <br />facility with the adoption of the flood plain by all of the responsible parties including FEMA <br />by 1988. <br />• It has provided flood protection to the gravel -mined area behind it, to the Tantra subdivision <br />to the west, and to the Keewa d n Meadows area to the north and west) since its <br />construction. <br />• It has been raised and strengthened over the years by the gravel miming company. <br />• It is now owned by the University of Colorado. <br />This report responds to a request from FEMA for additional technical information to support <br />F MA.'s specific or by-default recognition of the levee as an effective flood-control facility <br />when the flood plain was adopted by FEMA in 1988 after its delineation 1n 1986.
