August 15, 2011 <br />C- 1981- 038/Bowie No. 1 Mine <br />JJD <br />the orchard owner said that the bales would be put back. The train loadout sediment pond was dry. The primary <br />discharge drop culvert was in place and the gated valve was in the closed position. There was no blockage in the <br />emergency spillway. The bin wall appeared to be stable. <br />The four bin wall ponds at the East Mine were functional. Bin walls were stable and primary and emergency <br />discharge structures were operational. The primary discharge pipe gates were open on bin wall pnds 1, 2 and 3 <br />while that on bin wall pond no. 4 was closed, as designed. The operator is going to dig out sediment from bin wall <br />pond no. 2 and the west ridge waste pile pond, both of which were dry. Collection ditches were in place. However, <br />the operator will be recutting the West Ridge waste pile's upland diversion ditch soon. An excavator was on site. <br />Also, the operator is starting to put the riprap back into the ditch on the west side of the backfilled portal bench <br />area. A cross ditch had been cut into the dirt road but another one still needs to be cut further down the hill. The <br />operator had already removed the tree branch that had become wedged in the primary discharge drop inlet at bin <br />wall pond no. 2. <br />The two sediment ponds in series at the West Mine were dry. The primary discharge pipe gated valve was closed <br />on the lower pond and the one on the upper pond was open, as designed. The emergency spillways were clear of <br />any blockage. Pond embankments appeared to be stable and moderately vegetated. The inlet to the East Roatcap <br />Creek 48 inch diameter culvert was clear of debris. <br />The sediment pond at the reclaimed run -of -mine coal stockpile area was dry. The gated primary was closed and <br />the emergency spillway was clear of any debris. The collection ditch was well vegetated and had enough capacity. <br />The sediment pond at the partially reclaimed temporary highway coal stockpile area was also dry. <br />PROCESSING WASTE /COAL MINE WASTE PILES — Rule 4.10 and 4.11 ❑ 'Drainage Control; Surface <br />Stabilization; Placement: <br />The west ridge waste pile had a good vegetative cover. The pile was stable and had no signs of erosional <br />problems. An excavator was on site to recut the upland diversion ditch at the West Ridge waste pile. The old waste <br />pile was similarly vegetated and appeared to be stable. <br />ROADS — Rule 4.03 ❑ ❑Construction 4.03.1(3)/4.03.2(3)0 "'Drainage 4.03.1(4)/4.03.2(4)0 ❑Surfacing and <br />Maintenance4.03.1(5) and (6)/4.03.2(5) and (6)0 ❑Reclamation 4.03.1(7)/4.03.2(7): <br />The three paved entrance roads to the partially reclaimed train loadout were in good condition. The dirt <br />entrance roads at the partially reclaimed temporary highway coal stockpile area and the well field were passable. <br />The graveled road at the reclaimed run -of -mine coal stockpile area was in good condition, with cross ditches in <br />place. The operator has been using an excavator to narrow the width of the dirt road at the East Mine. The operator <br />will be cutting a cross ditch along one section of road on the west side of the backfilled portal bench area. <br />RECLAMATION SUCCESS - Rule 4.15, Rule 3: <br />The reclaimed slopes at the West Mine had a moderate to good vegetative cover. There were no <br />indications of cracking, slumping or any other results of slope instability. The backfilled and graded slopes at the <br />East Mine also have shown stability. The upper slopes will be reseeded very soon.
